The "Yin-Yang Contract" exposed by Cui Yongyuan reveals the hidden rules of the film and television industry, and its fundamental goal is still the sky-high pay that has been criticized. After State Taxation Administration of The People's Republic of China intervened in the tax investigation of the film and television industry, not long ago, news kept coming from the industry that the tax collection and management of the film and television industry, which attracted much public attention because of the "yin-yang contract", was gradually tightening.
It is imperative to eliminate the cancer of sky-high salary. After some discussion and discussion, industry representative companies and mainstream video platforms finally joined hands to make a heavy punch!
At 9: 00 this morning, three video websites, Iqiyi, Youku and Tencent Video, joined hands with six major film and television production companies, namely Noon Sunshine, Huace Film, Ning Meng Film, Ciwen Media, Yao Ke Media and Xinli Media, to jointly issue the Joint Statement on Suppressing Unreasonable Pay and Resisting Industry Unhealthy Practices (hereinafter referred to as the Joint Statement).
For the first time, the joint statement clarified the maximum remuneration limit for actors, that is, for all film and television dramas purchased or produced by three video websites and six major film and television production companies, the remuneration (including tax) of a single actor in a single episode shall not exceed 6.5438+0 million yuan, and the total remuneration (including tax) shall not exceed 50 million yuan!
According to the reporter's exclusive knowledge, three video websites, Iqiyi, Youku and Tencent Video, as well as six film and television production companies, namely Noon Sunshine, Huace Film and Television, Ning Meng Film, Ciwen Media, Yao Ke Media and Xinli Media, reached the implementation standard of limiting actors' pay in SARFT yesterday afternoon, and jointly issued the Joint Statement on Suppressing Unreasonable Pay and Resisting Industry Unhealthy Practices at 9: 00 this morning. This is the first time that three major video websites and six major TV drama companies have joined forces to boycott sky-high pay!
The joint statement is divided into two points. One is that * * * opposes the phenomenon of "sky-high" pay for artists, and advocates an industry atmosphere in which costs are used for production, service quality is invested, and actors are better than the sky. For all film and television dramas purchased or produced by three video websites and six major film and television production companies, the single-episode pay (including tax) of a single actor does not exceed 1 10,000 yuan, and the total pay (including tax) does not exceed 50 million yuan. Second, * * * resists tax evasion, "yin-yang contract" and other illegal acts, and * * * advocates integrity. We promise to strengthen industry self-discipline in the production, procurement and sales of film and television dramas, and put an end to all kinds of illegal and corrupt phenomena such as disguised price increases, tax evasion, corruption and bribery.
The above three video platforms and six major film and television production companies are all companies that buy or produce head dramas in the industry. The production cost of head drama is high. Generally, first-line stars or fresh meat are used, and the pay is naturally not low, which can also create rich profits. Now, the promulgation of the joint statement means that the film and television industry will bid farewell to 100 million yuan. At the same time, there will be no market for costume dramas with 60 or 70 episodes or even nearly 100 episodes in the near future, because no matter how long it takes, actors can only get 50 million yuan before tax.
It is worth mentioning that the joint statement is closely related to the recent notice issued by Publicity Department of the Communist Party of China and other departments. On June 27th, according to Xinhua News Agency, Publicity Department of the Communist Party of China, the Ministry of Culture and Tourism, State Taxation Administration of The People's Republic of China, the State Administration of Radio, Film and Television and the State Film Bureau jointly issued the Notice, demanding to strengthen the governance of the sky-high film and television industry, the "yin-yang contract", tax evasion and other issues, govern the unreasonable film and television industry, promote tax payment according to law, and promote the healthy development of the film and television industry.
The Notice requires that the existing regulations be strictly implemented at this stage, and the total remuneration of all actors and guests of each film, TV series and online audio-visual program shall not exceed 40% of the total production cost, and the remuneration of main actors shall not exceed 70% of the total remuneration. The existing regulations mentioned in the notice come from the Opinions on the Distribution Ratio of TV Network Drama Production Cost jointly issued by the Television Production Committee of China Radio, Film and Television Social Organizations Federation, the Actors Committee of China Radio, Film and Television Social Organizations Federation, the China TV Drama Production Industry Association and the China Network Audiovisual Program Service Association on September 22nd, 20 17.
The "Notice" also emphasizes that it is necessary to formulate standards for the implementation of film and television programs and clarify the maximum pay limit for actors and program guests. Nine companies issued a joint statement on behalf of the company, which accurately clarified the implementation standards for the payment of film and television programs required by the Notice.
50 million is also money that ordinary people can't earn in a few lifetimes.
