On June 5th, 20 18, the newly established Beijing Taxation Bureau of State Taxation Administration of The People's Republic of China, People's Republic of China (PRC) held a listing ceremony, marking the formal merger of the former Beijing State Taxation Bureau and Beijing Local Taxation Bureau. Wang Jun, Party Secretary and Director of State Taxation Administration of The People's Republic of China, and Chen Jining, Deputy Secretary of Beijing Municipal Committee and Mayor jointly unveiled the Beijing Taxation Bureau of State Taxation Administration of The People's Republic of China.

This morning, according to the decision-making arrangements of the CPC Central Committee and the State Council on the reform of national tax and local tax collection and management system, on the basis of previous unified thinking, top-level design and mobilization and deployment, all provinces (autonomous regions and municipalities directly under the Central Government) and cities with separate plans merged and listed, marking a key step in the reform of national tax and local tax collection and management system.

Background of merger: The merger of national tax and local tax is an important aspect of institutional reform in the State Council. In March this year, the Central Committee of the Communist Party of China issued the "Plan for Deepening the Reform of the Party and State Institutions", proposing to merge the national tax and local tax agencies below the provincial level, and specifically undertake the duties of collecting and managing all kinds of tax and non-tax revenues within its jurisdiction. The basic old-age insurance premium, basic medical insurance premium, unemployment insurance premium and other social insurance premiums shall be uniformly collected by the tax authorities. After the merger of national tax and local tax agencies, a dual leadership management system with People's Republic of China (PRC) and State Taxation Administration of The People's Republic of China as the main body and provincial (autonomous regions and municipalities directly under the Central Government) governments will be implemented.
