I. Number of selected positions

There are *** 10 staff members below the department level in this public selection. For details of the selected positions, please refer to the Open Selection of Staff Positions in Institutions under the Education Bureau of Fuquan City (attachment 1, hereinafter referred to as the Selection of Positions Table).

II. Scope and Conditions

(1) Selection scope

Select from the official cadres (including teachers) who are on-the-job in the city's organs and institutions.

(2) Qualifications

1. Have good political and professional qualities, good conduct, strong working ability, outstanding performance and high recognition from the masses;

2. Under the age of 35 (born on or after 1984 10 month 1 day);

3. Have more than 2 years working experience in public institutions;

4. Working years, work experience and ability required for open selection of positions;

5. The annual assessment of the previous year was qualified and above;

6. Other conditions stipulated by laws and regulations.

(three) one of the following circumstances, shall not participate in the public selection.

1. Those who are suspected of violating the law and discipline are being examined by the relevant authorities and have not yet reached a conclusion, or are being audited by audit institutions;

(4) Incentive bonus points

Meet one of the following conditions, to be added, not more than 2 points.

1. 0.5 points will be added for those who have passed the annual assessment for more than 2 consecutive years;

2 outstanding performance in poverty alleviation and epidemic prevention and control work, and 0.5 points for those who have been commended at the municipal level or above;

3. In the past three years, advanced individuals or model workers who have been commended at or above the provincial or ministerial level will be given 2 points each time, 1 point at the state level and 0.5 point at the city (county) level;

Third, the selection process

(a) announcement

Through e-government, in the "Fuquan Municipal People's Government" website and other ways to publicly release the selection announcement to the public.

(2) Registration and qualification examination

1. Registration and qualification examination

Registration and qualification examination are organized by the Municipal Education Bureau. Only those who meet the requirements of the position after qualification examination can enter the next selection stage.

Registration method: on-site registration.

Registration time: 20201October 9-10.

Registration place: Political Engineering Department of Fuquan Education Bureau (5th floor).

Required materials: To register, you must hold your ID card and diploma (original and photocopy), supporting materials required for extra points, and the Selection Registration Form (which can be downloaded online).

Qualification examination runs through the whole process of selection. If it is found that the relevant information and materials provided by the candidates are fraudulent or the qualifications are not up to the job requirements, once verified, their selection qualification will be cancelled.

2. Extra points review

Candidates are required to provide supporting materials for extra points at the same time of registration. Those who fail to go through the extra points procedures within the time limit are deemed to have given up extra points.

(3) Testing

After passing the qualification examination, the number of applicants and the number of candidates in the selection plan exceeds 3: 1 (excluding 3: 1), and the Municipal Education Bureau will organize the pre-selection; For positions that fail to reach the ratio of 3: 1, the number of selected positions will be reduced or cancelled accordingly (1 only1candidate will cancel the selected position; 1 If only 2 people apply for the selected position, all the candidates will enter the interview process).

1. Preselection

The competent department of the selection unit shall set up an evaluation team to comprehensively evaluate and score the candidates in an appropriate way, and the candidates who enter the interview shall be determined according to the ratio of 3: 1 from high to low.

The pre-selection will be completed in 2020 10 13.

Step 2 interview

The interview was organized and implemented under the leadership of Fuquan Talent Work Leading Group, and the total interview score was 100. If the number of people entering the interview and the number of people in the selection plan are less than 3: 1, a minimum qualified score line must be set, and the minimum qualified score line is 80 points. Candidates who fail to reach the qualified score line in the interview or do not participate in the interview will be disqualified from entering the next stage.

The time and place of the interview and related matters will be notified separately by the Municipal Education Bureau.

Total score of selection = interview score+incentive bonus.

The total score of the selection is publicized to the public by the office of the Leading Group for Talent Work of Fuquan City on the website of Fuquan Municipal People's Government.

(4) Trial.

The personnel to be selected will be on probation for 3 months, during which the relationship between personnel and wages will remain in the original unit.

(5) Handling the transfer procedures.

After the probation period expires, the competent department of the selected employer will assess the probationers, write written inspection materials, put forward suggestions on the proposed transfer of personnel, and report to the Fuquan Talent Work Leading Group for research and decision. If the examination is qualified, the Municipal Human Resources and Social Security Bureau shall go through the formal transfer procedures, and the preparation department shall go through the entry procedures; If the assessment is unqualified, return to the original unit to arrange work.

IV. Work Discipline and Requirements

(1) Strictly observe work discipline. In the selection process, if the selection units and staff members fail to follow the prescribed conditions and procedures, engage in malpractices for selfish ends, violate work discipline, and neglect their duties, they shall be given organizational treatment or punishment according to the regulations. It is invalid for the results to be selected or selected in the above circumstances.

(2) Consciously accept supervision. For reference personnel who violate the discipline of selection and resort to deceit, their selection qualifications will be cancelled and severely dealt with according to relevant regulations.

(3) Strictly implement the challenge system. If there are circumstances that should be avoided in the open selection work, it must be avoided in accordance with relevant regulations.

V. Organizational leadership

Under the unified leadership of the Municipal Party Committee and the Municipal Government, the Fuquan Talent Work Leading Group is responsible for organizing and implementing this selection.

The members are composed of the leaders of the Municipal Commission for Discipline Inspection, the Municipal Party Committee Organization Department, the Municipal Party Committee Office, the Municipal Human Resources and Social Security Bureau, the Municipal Finance Bureau, the Municipal Education Bureau and other relevant departments (units).
