Article 114 of the Civil Procedure Law stipulates that if a unit that has the obligation to assist in the investigation and execution (not only applies to banks, credit cooperatives and other savings business units, but also applies to other subjects that have the obligation to assist in sealing up or detaining) commits one of the following acts, the people's court shall order it to perform its obligation of assistance and may impose a fine: (1) The relevant unit refuses or hinders the people's court's investigation and evidence collection; (For example, the housing management department that manages housing archives, the registration department that manages real estate, the unit that manages relevant documents and archives, the hospital that has a case, and the unit that has evidence or can find evidence ignore the court's request to assist in investigation and evidence collection, do nothing or set obstacles, and fabricate excuses to prevent the court from obtaining evidence. This provision also applies to the litigation stage. (2) The relevant units (including not only financial institutions, but also securities trading institutions, insurance institutions and units with investment, financing, trading and settlement relations with the person subjected to execution) refuse to assist in inquiring, sealing up, freezing, transferring or changing the property after receiving the notice of assistance from the people's court; (3) After receiving the notice from the people's court for assistance in execution, the relevant unit refuses to assist in detaining the income of the person subjected to execution, handling the transfer procedures of relevant property licenses or handing over relevant tickets, licenses or other property; (four) other refused to assist in the implementation.
