Article 1 These Measures are formulated in accordance with the relevant provisions of the State Council and the provincial government in order to strengthen the management of wage funds of organs and institutions in our city and ensure the implementation of the plan for the number of employees and the total wages and the reasonable growth of the total wages. Article 2 These Measures shall apply to the organs and institutions within the administrative area of Dalian (including the central, provincial, provincial and municipal units that are connected with and entrust the municipal personnel department to manage the wage fund). Third city and county (city) district personnel department is the functional department of the people's government at the same level responsible for the management of wage funds of organs and institutions; Finance, auditing and banking departments shall supervise and inspect the implementation of wage funds according to their respective responsibilities. Article 4 The management of wage funds of organs and institutions shall strictly implement the relevant provisions of the state, and all the components of the total wages stipulated by the National Bureau of Statistics shall be included in the management scope of wage funds. Article 5 The annual payroll plan and adjustment plan of organs and institutions shall be compiled and issued by the municipal personnel department in conjunction with the Municipal Development and Reform Commission, and copied to the Municipal Finance Bureau. ?

County (city) district and departments directly under the municipal government shall, according to the annual total wages plan of subordinate organs and institutions, timely prepare the total wages plan of local areas and departments, decompose it step by step and implement it to subordinate grass-roots units, and send a copy to the municipal personnel department for the record. ?

Article 6 The total wage plan compiled by various regions and departments directly under the municipal government shall not exceed the annual total wage plan issued by the city to the local region and the department. Newly established organs and institutions shall go to the personnel department of the government at the same level to handle the "Wage Fund Management Manual" with the documents approved by the establishment department and other relevant procedures. Article 8 Before the annual total wage plan is issued, the temporary wage fund use plan of various organs and institutions in the first half of the year may be approved by the personnel department of the government at the same level according to the actual total wages paid in the same period of last year. Ninth organs and institutions can only set up a special account for wage funds in one bank. The bank shall pay the wage fund according to the wage fund use plan determined in the Wage Fund Management Manual. Article 10 State organs and institutions should strictly control the increase in the number of employees. If it is really necessary to increase the number of employees, they should go through the formalities of transfer, distribution and recruitment within the quota, and then go through the formalities of increasing the salary fund by the personnel plan card issued by the personnel department of the government at the same level and the Personnel Plan Management Manual. Eleventh organs and institutions must use temporary workers because of work needs, with the city and county (city) District Personnel Department issued a single plan and related procedures for the total wages of temporary workers plan. The total wages of temporary workers are planned separately. Article 12 The institutions that have been approved to implement lump-sum total wages and linked total wages with economic benefits shall be approved by the financial and personnel departments respectively for their benefit indicators, total wage base and floating ratio, determine their total wages plan, and make adjustments according to the increase or decrease of benefit indicators in year-end assessment. Article 13 All organs and institutions should consciously implement the national and provincial regulations and these measures on the management of wage funds, and shall not spend any money, cash, bonuses, subsidies, physical objects, etc. for any reason, and report the use of wage funds to the higher authorities once a year. Article 14 The personnel department of the city shall regularly and irregularly monitor the use of wage funds of the city's organs and institutions every year, and punish the units and individuals that violate the provisions in accordance with the relevant laws, regulations and rules of the state, province and city.
