Detailed Rules for the Implementation of the Opinions of Chengdu Municipal Committee and Chengdu Municipal People's Government on Deepening the Reform of Household Registration System and Deepening the Integration of Urban and Rural Areas (for Trial Implementation)
In order to further deepen the reform of household registration system, guide farmers to concentrate in cities and towns, further promote the process of urban-rural integration, and improve the household registration management system of urban-rural integration, the Municipal Party Committee and the Municipal Government issued the Opinions of Chengdu Municipal People's Government on Deepening the Reform of Household Registration System and Promoting Urban-rural Integration (Trial) (Cheng Weifa [2006] No.52, hereinafter referred to as "Opinions") on 20 October 2006.
First, let farmers in our city go to cities and towns to enter households.
If the registered population in the administrative area of our city has obtained legally owned houses in the central city, district (city) county and the built-up area of established towns by means of purchase, gift, inheritance and construction, and actually lives there, or has continuously rented rented rented houses under unified planning and construction in the above towns (including rented houses under unified construction by collective economic organizations and rented houses under unified management by newly-built urban communities) and lived in the same house for more than 1 year, they can apply at their actual residence.
Materials required for legal property entry: household registration book, resident ID card, house property right certificate, proof of kinship (household registration book cannot reflect the provisions of kinship, the same below), ID card 1 standard photo (1provided by people over 6 years old, the same below).
Materials required for renting: household registration book, resident ID card, unified planning rental certificate, rental contract at the same address, proof of kinship, ID card 1 standard photo.
Second, further liberalize and standardize foreign personnel to come to my home.
(a) in the city center, district (city) counties and towns built-up areas to buy commercial housing or second-hand housing, with an area of more than 90 square meters, and actually live, and signed a labor contract with the employer in our city and paid social insurance 1 year or more, people outside the city can register permanent residence, spouse and minor children in the actual place of residence.
Required materials: household application form, household registration certificate (or household registration book, the same below), resident ID card, kinship certificate, occupancy certificate, real estate license or purchase contract, one-time payment invoice or mortgage contract filed by the housing management department, mortgage bank payment certificate for more than 6 consecutive months, labor contract and social insurance payment certificate issued by the municipal or district (city) county labor and social security department.
(II) Foreign workers who have invested more than 2 million yuan in the central city of our city, 6.5438+0 million yuan in districts (cities) and counties, and 500,000 yuan in cities and towns can register their permanent residence, spouses and minor children at the place where their legal permanent residence is located.
Required materials: household application form, investor's ID card, business license, tax registration certificate, accounting firm's capital verification report, household registration certificate, resident ID card, kinship certificate and legal fixed residence certificate.
(III) Persons with college education or above, intermediate technical titles or professional qualifications of technicians or above in the downtown area of our city, persons with technical secondary school education or above, junior technical titles or professional qualifications of senior technicians in suburban (city) counties, all kinds of talents that need to be introduced due to economic construction, are under 45 years old (the age of special talents can be appropriately relaxed), and those whose work units have been implemented in our city can apply for their household registration in their own property houses, collective households and relatives and friends. Spouses and minor children can move or take refuge according to regulations.
Required materials: household application form, academic certificate or professional title (professional qualification) certificate, contact letter issued by personnel and labor security departments of provinces, cities, districts (cities) and counties, household registration certificate of household registration personnel, resident identity card and legal fixed residence certificate.
(IV) Outside personnel who have stayed in our city for more than 3 years, have a legally fixed residence, signed a labor contract with the employer in our city and paid social insurance continuously for more than 3 years can register their permanent residence, spouses and minor children.
Required materials: household application form, IC card temporary residence permit (including residence permit), household registration certificate of household personnel, resident ID card, labor contract signed by household personnel issued by municipal or district (city) county labor and social insurance certificate, kinship certificate and legal fixed residence certificate.
(5) regional headquarters or sales centers, R&D centers, financial institutions and high-tech enterprises. For large domestic and foreign companies that have settled in our city, after confirmation by the relevant departments, they can apply for the establishment of collective accounts, and those who sign formal labor contracts and participate in social insurance in our city can enter the household according to the organizational system.
Required materials: the company's household application, the roster of household personnel, the certificate issued by the municipal or district (city) county labor and social security department that the household personnel signed the labor contract and paid social insurance, the household registration certificate of the household personnel, the resident ID card, the household registration book of the unit or the property right certificate of the dormitory of the unit.
Three, strictly control the migration of urban population and population outside the city to the rural areas of our city. Except for those who take refuge in marriage, relocation and other reasons, the urban population of our city, the urbanized people whose land has been expropriated, and the people outside the city are not allowed to move to the rural areas of our city. Those who do move in due to special circumstances shall not enjoy all kinds of treatment and land acquisition compensation policies in rural areas of our city.
Materials required for marriage and relocation: household registration application form, household registration certificate and resident ID card of household registration personnel, Chengdu farmer's identity certificate, household registration book and resident ID card of the trusted person, and marriage certificate.
Four, the interpretation and identification standards of several concepts in the household registration policy
(1) farmers
Refers to the "landless peasants" within the administrative area of this Municipality.
(two) the central city and suburban counties (cities)
The central city refers to Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district and High-tech Zone.
Suburban (city) counties refer to qingbaijiang district, Longquanyi District, Xindu District, Wenjiang District, Dayi County, Qionglai City, Pixian County, chongzhou city, Xinjin County, Shuangliu County, Pengzhou City, Jintang County, Dujiangyan City and Pujiang County.
(3) Districts (cities) and counties
Refers to the location of the district (city) county party committee and government.
(4) Established towns
Refers to the town officially approved by the Sichuan Provincial People's Government.
(five) unified planning and construction of housing.
Refers to the new urban community (new house project) planned and built in the central city, district (city), county and town built-up area, and houses with ownership certificates issued by relevant departments.
(6) House property right certificate
Refers to the housing ownership certificate issued by the housing management department, or the "Chengdu Rural Housing Ownership Certificate" issued by the district (city) county government and the district (city) county construction administrative department.
(7) Having a legally fixed residence.
Refers to the ownership of the house or the right to use the unit in the house where you actually live. Including the purchase of commercial housing, housing reform, second-hand housing, self-built housing and other houses with legal housing property rights; Mortgage purchase without title certificate but actual occupancy; Employees lease their own office buildings; The rental housing management department directly manages public houses.
Private rented houses do not belong to the scope of "legal fixed residence".
(eight) proof of housing
Refers to the housing property certificate with legal fixed residence, the certificate of housing use, the purchase contract and payment certificate filed by the housing management department, the public housing lease certificate and the unit housing allocation certificate, and the proof that the public security organ has compiled the house number.
(9) Occupancy certificate
Certificate issued by local police station, community neighborhood committee and property management department.
(10) Productive investment
Refers to the business license in the production and business scope including production or manufacturing.
(1 1) Labor Contract
Refers to the labor contract signed with the employer with the qualification of enterprise legal person and verified by the labor and social security department.
(twelve) uninterrupted payment of social insurance.
Refers to the foreign urban residents in our city after employment, to participate in the city's pension, medical care, unemployment and other social insurance (including social insurance in the provincial social security institutions), migrant workers to participate in comprehensive insurance, and the payment time can not be interrupted within the specified time.
(thirteen) proof of kinship
Refers to marriage certificates, one-child certificates, household registration books and other documents, as well as notarial certificates, awards and other legal documents that can prove kinship.
(14) Minors
Refers to/kloc-people under 0/8 years old (including/kloc-high school students over 0/8 years old).
(15) academic certificate
Refers to the diploma issued by adult education, ordinary universities, private universities, self-study exams and distance education approved by the national education department; Diploma of China People's Liberation Army issued by the Ministry of Education, the General Staff Department and the General Political Department; Graduation certificate issued by a technical school recognized by the provincial and municipal labor and social security departments; And diplomas issued by nationally recognized institutions with national education qualifications.
(sixteen) certificate of professional title (occupation qualification)
Refers to the certificate or professional qualification certificate issued by the government personnel department, labor and social security department or science and technology management department.
(seventeen) no occupation certificate.
Refers to the unemployment certificate.
Verb (short for verb) punishment
(1) Forging, altering or buying or selling official documents, certificates, certification documents and seals of state organs, people's organizations, enterprises, institutions or other organizations according to Article 52 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment; Whoever buys, sells or uses forged or altered official documents, certificates or supporting documents of state organs, people's organizations, enterprises, institutions or other organizations shall be detained for more than 10 days and less than 15 days, and may also be fined less than 1,000 yuan; If the circumstances are relatively minor, they shall be detained for not less than five days but not more than ten days, and may also be fined not more than 500 yuan.
(2) According to the "Notice of the State Council on Approving the Regulations of the Ministry of Public Security on the Relocation of registered permanent residence" (Guo Fa 1977 [140]), "Anyone who practices fraud and illegally settles down shall cancel his account and move back to his original place of residence."
Implementation time of intransitive verbs
These Rules shall come into force on October 20th, 2006/KLOC-0. Where the original provisions are inconsistent with these provisions, these provisions shall prevail; Matters not covered in these Provisions shall be subject to the original provisions.

Public security household registration
Twelve rules for handling household registration in Chengdu
First, the newborn baby enters the family.
(1) Babies born in China need parents' household registration books and parents' marriage certificates.
(2) Foreign-born babies enter the family.
Applicable conditions: None. Required materials: parents' passports or travel permits for going abroad, babies' travel permits for going abroad, birth certificates (original and translated versions are stamped with special seals for translation), parents' household registration books or certificates of cancellation of household registration before going abroad, mothers' passports, and household registration books of dependents or guardians.
Second, take refuge
(1) Minor children from other places take refuge with their parents.
Registration conditions: limited to/kloc-minors under the age of 0/8. Required materials: father's or mother's application, children's household registration certificate, parents' household registration book, parents' marriage certificate, ID card, birth certificate, one-child certificate or parent-child relationship certificate (to be issued by public security organs at or above the county level).
(2) Unemployed citizens from other places take refuge in their spouses.
Application conditions: after marriage, the applicant must live in the city where the spouse's household registration is located for more than 5 years and be over 35 years old. Required materials: Trustee's application, marriage certificate, household registration book, ID card, Trustee's household registration certificate, unemployment certificate or unemployment certificate, ID card, and five-year temporary residence permit after marriage. If one party takes refuge due to illness, it shall issue a hospital certificate and medical records at or above the county level (regardless of age and marriage time).
(3) Unemployed elderly parents from other places take refuge in their children.
Application conditions: male citizens are over 60 years old, female citizens are over 55 years old (the rotated or replaced children have settled in the city, male citizens are over 65 years old, and female citizens are over 60 years old), and there are no children around them. Required materials: Trustee's application, Trustee's household registration book, ID card, Trustee's childless certificate, Trustee's household registration certificate and ID card.
(4) Enter the household with the army
Application conditions: The trusted person must be an army cadre at or above the deputy battalion level or in length of military service 15 years. Required materials: household application, enlistment registration form, letter of appointment, military service report (approved by the political department at or above the division level), household registration certificate of dependents, marriage certificate, ID card, unemployment certificate or unemployment certificate of dependents, and housing certificate.
Three, army cadres and conscripts retired
(1) Demobilized cadres change jobs.
Application conditions: demobilized military cadres who meet one of the following conditions can leave their registered permanent residence in our city: 1. (2) Non-commissioned officers change jobs
Application conditions: the noncommissioned officers have been married to registered residents in our city for more than two years, and length of military service 10 years. Required materials: household registration index, spouse's household registration book and marriage certificate.
(3) Retired conscripts
Application conditions: before leaving the army, the household registration has been settled. Required materials: letter of introduction for enlistment, household registration index, household registration cancellation certificate, and discharge certificate.
Four. Mobilize cadres and workers
(1) Staff transfer
Applicable conditions: None. Required materials: Labor Department (bureau) transfer order, ID card, letter of introduction from the receiving unit, spouse's household registration book or proof of my (spouse's) housing. (2) Application conditions for cadre transfer: None. Required materials: personnel department (bureau) transfer order, ID card, letter of introduction from the receiving unit, spouse's household registration book or personal (spouse) certificate.
5. Overseas personnel return to China to resume their household registration.
Applicable conditions: None. Required materials: my passport, cancellation certificate of original account, residence booklet.
Six, the original city citizens to apply for the restoration of China nationality after obtaining foreign nationality.
Applicable conditions: None. Required materials: entry notice issued by the entry-exit administration office after confirmation, cancellation certificate of original household registration, and residence booklet.
Seven, two jobs a little release of reeducation through labor personnel into the home.
Applicable conditions: None. Required materials: application for household registration book, certificate of release (re-education), certificate of cancellation of household registration, certificate of relationship with trusted person, household registration book.
Eight, buy a house and get married
Application conditions: buying a house. Foreigners who buy commercial housing of more than 90 square meters may apply for solving their own accounts, spouses and minor children; If you buy a commercial house of 120 square meters or more, you can apply for solving the household registration of your immediate family members who live together for less than three generations. Required materials: family application, household registration certificate, ID card of accompanying family members, real estate license, marriage certificate, unemployment certificate or unemployment certificate issued by non-agricultural adults.
IX. Investors
(1) Application conditions for domestic investment: If foreign personnel invest and set up enterprises in our city, and the actual investment amount is more than 2 million yuan, they can apply to move their foreign accounts into our city. Required materials: investor's application and ID card, business license, tax registration certificate and tax payment certificate, capital verification report of accounting firm, household registration certificate and ID card of household registration personnel, unemployment certificate or unemployment certificate of non-agricultural population, and housing certificate of household registration personnel.
(2) Application conditions for foreign investment: If foreigners invest in our city and the actual investment amount is more than 200,000 US dollars, they can apply to move their household registration to our city. Required materials: registered permanent residence applied by the investment unit, foreign identity certificate (passport or ID card), approval certificate of foreign-funded enterprise, business license, tax registration certificate and tax payment, capital verification report of accounting firm, household registration certificate and ID card of household registration personnel, unemployment certificate or unemployment certificate issued by non-agricultural population, and housing certificate of household registration personnel.
Ten, for small town hukou.
