Article 1 People's governments at all levels and relevant departments shall take effective measures to strengthen their leadership in the construction of municipal public facilities such as urban roads, bridges, water supply, drainage, flood control, central heating, gas, public transportation, landscaping and environmental sanitation. In the process of municipal public facilities construction, the main person in charge of the city people's government should personally organize and coordinate all major issues involving a wide range; People's governments at all levels and departments must take the lead in mobilizing the masses to participate in voluntary labor, and pay attention to publicity and mobilization. Article 2 Departments of urban construction, development and reform, finance, taxation, public security and market supervision and management at all levels must work closely together to do a good job in the construction of municipal public facilities. Units stationed in the city must obey the city planning and the management of relevant departments and complete the tasks assigned by the city people's government within the prescribed time limit. Article 3 The people's governments of cities and relevant departments shall correctly implement the policy of "people's cities are built by the people" and raise and use urban construction funds in accordance with relevant state policies, laws, regulations and these Provisions. Article 4 The construction of urban municipal public facilities must occupy a reasonable proportion in capital construction. Provincial development and reform departments should pay attention to the arrangement of urban municipal public facilities construction projects in the local overall infrastructure plan, and the municipal local finance with districts should also determine certain funds for the construction of municipal public facilities. Article 5 Municipal public facilities, such as gas, central heating, running water to households, hardened roads in small streets and lanes, construction of garbage stations, public toilets, etc., which are in urgent need of urban people's production and life, can be built by means of state assistance, cooperation between government and social capital (PPP) and joint financing by beneficiary units and individuals with the approval of the urban people's government. Sixth cities should give full play to the role of existing public water supply facilities, continuously improve the water supply capacity, and strictly control the construction of self-provided water sources by units within the scope of urban public water supply. The urban water supply department shall make overall planning and moderately advance the construction of a unified urban water supply system. Article 7 The urban people's government and relevant departments may mobilize and organize state organs, social organizations, enterprises and institutions, troops and urban residents to participate in voluntary labor that benefits the whole society, such as afforestation, park construction, flood control and disaster relief facilities construction, and river dredging. Eighth city people's governments and relevant departments should formulate measures to actively use foreign capital and advanced science and technology to build municipal public facilities. Ninth city infrastructure supporting fees, unless otherwise stipulated by the state, should be used for the maintenance and construction of municipal public facilities. The above funds shall be raised by the financial department in conjunction with relevant departments; After the financial department determines the allocation budget, the urban construction department is responsible for formulating the use plan and organizing the implementation after the approval of the Municipal People's government. For basic construction, according to the infrastructure procedures reported to the development and reform department at the same level into the plan. Its use shall be subject to the supervision of the financial and auditing departments. Tenth these Provisions shall apply to cities, county-level cities and counties in our province. Towns outside the county can refer to the implementation. Eleventh district, city and county people's governments may, in accordance with these regulations, formulate implementation measures in light of local conditions. Article 12 These Provisions shall come into force on July 20 10 1992.
