The tomb-building unit shall apply to the civil affairs department of the people's government at the county level, and the people's government at the same level shall report to the civil affairs department of the municipal people's government with districts for examination and approval, report to the provincial civil affairs department for examination and approval, and issue an approval letter for preparation, and the planning, land and other departments shall go through the relevant procedures for cemetery requisition.

After the cemetery is completed and has the external marketing conditions, it shall be reported to the provincial civil affairs department step by step by the local civil affairs department for acceptance, and the cemetery business license shall be issued. Local industry and commerce, taxation, price and other departments shall go through the registration formalities according to law before engaging in foreign business activities.

The declaration shall be submitted:

1: application report of the people's government at the county level for establishing a cemetery;

2. Feasibility report on establishing a cemetery;

3. Establish a cemetery joint office, cooperation agreement or contract;

4 county construction, land, environmental protection, cultural relics departments (Jintai, Weibin, chencang district city planning within the scope of the corresponding departments at the municipal level) pre-trial documents;

5. The approval document of the forestry department at the county level occupying forest land;

6. The business license of the applicant;

7. The applicant's capital verification report (not less than 20 million yuan in urban areas and not less than150,000 yuan in county towns);

8. The applicant's legal person qualification certificate;

9 topographic map and geographical location map of the proposed cemetery;

10: Other related materials. (Note: ① Pre-trial approval documents issued by relevant municipal departments must be available within the overall urban planning of urban areas; (two) the examination and approval procedures of urban public cemetery shall be implemented with reference to the examination and approval procedures and authority of operating cemetery construction. )
