Chapter I General Provisions Article 1 In order to protect citizens' freedom of association, safeguard the legitimate rights and interests of social organizations, strengthen the registration management of social organizations, and promote the construction of socialist material civilization and spiritual civilization, these measures are formulated in accordance with the Regulations of the State Council on the Administration of Registration of Social Organizations (hereinafter referred to as the Regulations) and combined with the actual situation of this province. Article 2 The term "social organizations" as mentioned in these Measures refers to non-profit social organizations formed voluntarily by citizens within the administrative area of this province, which carry out activities in accordance with their articles of association in order to realize the consent of members.

Organizations other than state organs can join social organizations as unit members. Article 3 All social organizations such as associations, societies, federations, research associations, promotion associations and chambers of commerce within the administrative area of this province shall apply for registration in accordance with the Regulations and these Measures. Social organizations can only carry out activities after being approved and registered.

People's organizations such as trade unions (including industrial trade unions), * * * Youth League, Women's Federation, Association for Science and Technology, Youth Federation, Federation of Returned Overseas Chinese, Taiwan Federation, Federation of Industry and Commerce, etc. participating in the China People's Political Consultative Conference, organizations approved by the establishment management organ of the State Council and exempted from registration with the approval of the State Council, as well as organizations established within organs, organizations, enterprises and institutions with the approval of their own units, do not belong to the scope of registration. Article 4 Social organizations must abide by the Constitution, laws, regulations and national policies, and must not oppose the basic principles set by the Constitution, endanger national unity, security and national unity, harm national interests, social interests and the legitimate rights and interests of other organizations and citizens, or violate social morality.

Social organizations are not allowed to engage in profit-making business activities. Article 5 Social organizations shall carry out activities in accordance with laws, regulations and articles of association, and no organization or individual may illegally interfere. Chapter II Jurisdiction Article 6 The civil affairs department of the people's government at or above the county level is the administrative organ for the registration of social organizations of the people's government at the corresponding level (hereinafter referred to as the administrative organ for registration). Article 7 The relevant departments of the people's governments at or above the county level and the organizations authorized by the people's governments at or above the county level are the competent business units of social organizations within the relevant industries, disciplines or business scope (hereinafter referred to as the competent business units). If the industry, discipline or business scope involves more than two departments or organizations, the main business department or organization shall be the competent business unit. Social organizations whose activities are in the township (town) or urban street area, the corresponding township (town) people's government or urban street office shall be the competent business unit. Eighth provincial registration authority is responsible for the registration and management of social organizations in the province; City registration authority is responsible for the registration and management of social organizations in the city; County (city, district) registration authority is responsible for the county (city, district) and the following regional social organizations registration management.

Social organizations across administrative regions shall be registered and managed by the registration administration organ at the next higher level which is the same as the administrative region across. Article 9 If the registration authority and the competent business unit are not located in the same place as the domicile of the social organization under their jurisdiction, they may entrust the registration authority and the competent business unit in the domicile of the social organization to be responsible for supervision and management within a certain scope. Tenth public security, industry and commerce administration, finance, price, taxation, press and publication, the people's Bank and other departments shall, according to their respective functions and duties, assist the registration authority in the management of social organizations. Chapter III Registration of Establishment Article 11 An application for the establishment of a social organization shall be examined and approved by the competent business unit, and the promoters or organizations shall apply to the registration authority for preparation. Article 12 To establish a social organization, the following conditions shall be met:

(a) in line with the needs of social development, is conducive to the construction of socialist material civilization and spiritual civilization.

(2) The president (chairman), vice-president (vice-chairman) and secretary-general of social organizations shall be representative in business. The legal representative of a social organization shall be the president (chairman), and shall not be the legal representative of other social organizations at the same time.

(three) there are more than 50 individual members or more than 30 unit members; Individual members and unit members are mixed, and the total number of members shall not be less than 50; The distribution of members in this administrative region should be extensive.

(4) Having a standardized name. The name of a social organization should be consistent with its business scope, membership distribution and activity area, and accurately reflect its characteristics; Non-provincial social organizations shall not be labeled as "Shandong", "Shandong Province", "Shandong" and "Qilu".

(5) Having a corresponding organizational structure.

(6) Having a fixed residence.

(seven) full-time staff to adapt to its business activities. The foundation must have full-time financial personnel.

(eight) there are legitimate sources of assets and funds, and there are more than 30 thousand yuan of activity funds.

(nine) have the ability to bear civil liability independently. Thirteenth it is forbidden to set up a clan social group with a certain surname or a certain surname as the main body.

Township (town) and city streets and the following areas shall not set up religious social groups. Fourteenth to apply for the establishment of a social organization, the promoters or organizations shall submit the following documents to the registration authority:

(1) A preparatory application signed by the sponsor or the person in charge of the preparatory organization.

(two) the approval documents of the competent business unit.

(3) A capital verification report issued by an accounting firm.

(four) proof of the property right or the right to use the residence.

(five) the name, age, identity card number, occupation, resume and address of the sponsor and the person in charge to be appointed.

(6) The draft articles of association drawn up with reference to the "Model Text of the Articles of Association of Social Organizations" issued by the national social organization registration authority.

To apply for the preparatory establishment of a religious social organization, in addition to the documents specified in the preceding paragraph, it must also submit classics, doctrines and canon laws that can be verified, conform to the historical evolution of existing religions in China, and do not violate the articles of association of the organization.
