During the period when the procuratorate examines and prosecutes a false VAT invoice, the case-handling personnel shall, after reviewing the case, make a case review report, put forward opinions on whether to prosecute or not and whether it is necessary to file an incidental civil action, which shall be reviewed by the person in charge of the public prosecution department and submitted to the chief procurator or the inspection committee for decision.
