The application process is a combination of online and on-site processing to pay the deed tax: natural person taxpayers can pay the deed tax online at the 6 real estate companies in the city, or they can bring relevant information to A on the second floor of Kaifeng Citizen’s Home Pay on-site at the district’s “Deed Tax Centralized Collection Hall” (line up on-site to issue numbers). On September 23, Kaifeng City issued the "Notice on Subsidies for Deed Tax Payment of Commercial Housing in Kaifeng Urban Area".
