(1) Strengthen target responsibility.
It is necessary to scientifically decompose the objectives and tasks of the green building action to the provincial people's government, and incorporate the completion of the green building action objectives and the implementation of measures into the energy-saving target responsibility evaluation and assessment system of the provincial people's government. It is necessary to incorporate the implementation of this action plan into the performance evaluation system. (3) Improve the standard system.
Housing, urban and rural construction and other departments should improve the building energy efficiency standards and scientifically and reasonably raise the standard requirements. (4) Deepening the reform of urban heating system.
Housing and urban construction, development and reform, finance, quality inspection and other departments should vigorously promote heating metering and charging, and urge all regions to introduce and improve heating metering prices and charging methods. Strictly implement two heating prices. All new buildings and existing buildings that have completed the transformation of heating metering are charged according to heat metering, and the heating subsidy is changed from "implicit subsidy" to "explicit subsidy". It is difficult to implement household metering, so the study adopts metering and charging according to district or building heating. Implement the linkage system of heat price, coal price and gas price, and issue heating subsidies to low-income households. Strengthen the construction of green building evaluation and labeling system, implement third-party evaluation, strengthen the capacity building of green building evaluation and supervision institutions, and strictly evaluate and supervise. (7) Strengthen supervision and inspection.

Actively publicize green building laws and regulations, policies and measures, typical cases and advanced experience in various forms, strengthen supervision by public opinion, and create a good atmosphere for carrying out green building actions.
