Residents of Jiang 'an District, Jianghan District, Qiaokou District, Wuchang District, caidian district, Jiangxia District, huangpi district District and Xinzhou District can also get the forms from the public security bureau where they are registered.

(2) filing an application

Residents of Jiang 'an District, Jianghan District, Qiaokou District and Wuchang District may apply to the branch office where the household registration is located. Residents in caidian district, Jiangxia District, huangpi district and Xinzhou District must apply to the Public Security Bureau where their household registration is located. 5. The exit and entry administration department of the public security organ only accepts the application for entry and exit permits and endorsements submitted by me, except for the following circumstances:

(1) The applicant is under the age of 16 or has reached the age of 60, and can entrust others to apply on his behalf.

(2) In the same accepting department, if the holder of the same travel permit to and from Hong Kong and Macao applies for endorsement again for the same reason, he may entrust others to apply for endorsement on his behalf, but this does not include the application for business endorsement in different places.

(3) If an applicant who goes to Hong Kong and Macao for employment through a labor management company applies for a pass and endorsement to and from Hong Kong and Macao again during his employment in Hong Kong and Macao, the labor management company designated by the Ministry of Commerce shall apply.

(4) Mainland residents who hold stay endorsements in Hong Kong or Macau can apply through China travel agencies in Hong Kong or Macau.

In the above case, the client must submit the power of attorney, the original identity certificate of himself and the client, and a copy. The labor management company shall put the company seal and the signature of the person in charge in the entry-exit management office of Wuhan Public Security Bureau for the record in advance.

(2) At the time of application, a copy of the Hong Kong or Macao resident identity card of the visited relative or the employment and schooling certificate in Hong Kong or Macao shall be submitted. (If tourists have settled in Hong Kong and Macao, they should submit copies of their identity cards, Hong Kong and Macao residents' passes to and from the Mainland or foreign passports and other international travel documents. If a visitor is studying in Hong Kong or applying for employment for personal reasons, a copy of the visitor's China passport or travel permit to and from Hong Kong and Macao and a copy of the entry permit issued by the SAR government must be submitted; Visitors studying in Macao shall submit copies of their travel passes to and from Hong Kong and Macao and corresponding endorsements. )

(3) If the relatives are the staff of the Special Commissioner's Office of the Ministry of Foreign Affairs in Hong Kong and Macao Special Administrative Regions, the liaison office of the Central People's Government in Hong Kong and Macao Special Administrative Regions or the cadres of the China People's Liberation Army in Hong Kong and Macao, the certificates issued by the above units shall be submitted.

(4) Submit the original certificate that can confirm the kinship, and submit a copy (the original certificate that can confirm the kinship, such as household registration book, marriage certificate and birth certificate, and submit a copy, or the kinship certificate issued by the unit where the applicant's file is located or the municipal notary office or the kinship certificate issued by the police station where the household registration is located). 2. Group tourism:

(1) If a team organized by a travel agency designated by the National Tourism Administration travels to Hong Kong or Macao, it shall submit the original and a copy of the travel expense invoice issued by the travel agency designated by the National Tourism Administration.

(2) The group travel endorsement can be issued once every three months, twice every three months, once every 1 year and twice every 1 year, and each stay in Hong Kong or Macau should not exceed 7 days.

3. Personal travel

4. Business category:

(1) The company is sent to Hong Kong or Macao for business. "Units" refer to enterprises and their branches registered with the State Administration for Industry and Commerce with independent legal personality, or units registered with the State tax authorities with the nature of production and operation, as well as the resident representative offices of overseas enterprises in the Mainland. Individual industrial and commercial households may apply to do business in Hong Kong or Macao.

(2) To apply for multiple business endorsements for 3 months or 1 year, the subordinate unit must go to the Exit-Entry Administration Office of the Municipal Public Security Bureau for registration in advance (for specific methods and examination and approval conditions, please refer to the Instructions for Enterprises to Apply for Business Visa Registration in Hong Kong and Macao).

(3) The personnel sent by the unit to Hong Kong and Macao for business and registered for the record shall submit the registration certificate and dispatch letter; The unit personnel who have not registered for the record shall submit a copy of the annual industrial and commercial business license or the original of the relevant registration certificate, tax registration certificate and social insurance certificate, and submit a copy and a letter of dispatch.

(4) When applying for doing business in Hong Kong or Macao, individual industrial and commercial households shall submit a copy of the annual business license and the original tax registration certificate, and submit a copy.

(5) The temporary population of other provinces and cities who have been employed by enterprises in our city and have lived continuously for more than 1 year shall submit the temporary residence permit issued by the public security organ and a copy.

(6) Personnel of units that have gone through registration and filing can issue endorsements once every three months, multiple endorsements every three months and multiple endorsements every 1 year, and each stay in Hong Kong or Macao will not exceed 7 days; Units and individual industrial and commercial households that have not registered for the record shall issue endorsements every three months and stay in Hong Kong or Macao for no more than seven days.

5. Accommodation category:

(1) Those who go to Hong Kong for study, employment and training and their relatives must submit the original entry permit issued by the Hong Kong Immigration Department and submit a copy.

(2) To study in Macao, you must submit the "Confirmation of Admission Notice" issued by the Macao Higher Education Auxiliary Office and the original admission notice of Macao institutions of higher learning, and submit a copy. To go to Macao for employment, you must submit the original list of non-local workers who have been employed issued by the Exit-Entry Affairs Office of the Macao Public Security Police or the approval document with the applicant's name issued by the Macao Social and Cultural Office or the Economic and Financial Office, and submit a copy. When employees' relatives go to Macao for employment, they must submit the original approval notice issued by the exit-entry affairs department of Macao Public Security Police, and submit a copy.

(4) Continue to apply for staying in Hong Kong or Macao after the expiration of the stay endorsement on the travel permit to and from Hong Kong and Macao. Among them, people studying, working and training in Hong Kong and their relatives must submit the original extension permit issued by the Hong Kong Immigration Department and submit a copy; To study in Macao, you must submit the study certificate issued by Macao institutions of higher learning; If you are employed in Macao, you must submit the renewal list containing the applicant's name approved by the entry-exit affairs department of Macao Public Security Police or the original approval document containing the applicant's name issued by Macao social and cultural department or economic and financial department, and submit a copy; Relatives of employees employed in Macao shall submit the original approval notice issued by the exit and entry affairs department of Macao public security, and submit a copy.

(5) For those who go to Hong Kong for study, employment and training and their relatives, the exit validity of the endorsement shall be handled several times according to the longest validity period approved by the Hong Kong Immigration Department.

(6) To study in Macao, the validity period of the endorsement shall be issued by stages according to the study period approved by the Confirmation of Admission Certificate issued by the Macao Higher Education Auxiliary Office, but the longest period shall not exceed 65,438+0 years. When going to Macao for employment, the validity period of the endorsement shall be issued several times according to the time limit approved by the exit and entry affairs department of Macao public security police, Macao social and cultural department or economic and financial department, but the longest period shall not exceed 2 years. When employees' relatives go to Macao for employment, they shall issue multiple endorsements within the time limit approved by the Exit-Entry Affairs Office of the Macao Public Security Police, but the longest time shall not exceed 2 years. The holder shall stay in Macao for no more than 90 days at a time.

6. Other categories:

(1) If you apply for going to Hong Kong or Macao for special reasons such as medical treatment, bereavement, litigation, examination, handling industry, academic exchange, etc. , you must submit the original certification materials corresponding to the reasons for the application, and submit a copy.

(2) Mainland residents studying and working in Macao who apply for going to Hong Kong must submit the original entry permit to and from Hong Kong and Macao and the stay endorsement, and submit a copy. Persons employed in Macao must also submit the certificate of going to Hong Kong issued by the Macao employment unit.

(3) China citizens who have settled abroad will apply for a pass and endorsement to and from Hong Kong and Macao after coming to the Mainland, which will be accepted by the Exit-Entry Administration Office of Wuhan Public Security Bureau. In addition to filling in the application form and submitting relevant supporting materials, the applicant must also submit the original China passport and overseas residence certificate, and submit a copy. After passing the examination, other endorsements will be issued for the applicant.

Other endorsements can be issued once every three months, twice every three months, once every 1 year and twice every 1 year, and each stay in Hong Kong or Macau shall not exceed 14 days.

Third, matters needing attention

(1) Mainland residents may apply to the Shenzhen Visa Office or the Zhuhai Visa Office for the same endorsement if they find that the endorsement information on their passes to and from Hong Kong and Macao is incorrect.

(2) If the travel permit held by mainland residents is lost or damaged in the Mainland, they shall apply for a new travel permit and endorsement. Relevant materials should be submitted when applying. Applicants who have lost documents must also submit a written statement of the loss of documents.

(3) Mainland residents who have lost or damaged their passes to and from Hong Kong and Macao may apply for a one-time valid entry and exit pass to the Shenzhen Visa Office or Zhuhai Visa Office through China travel agencies in Hong Kong or Macao to return to the Mainland.

(4) Mainland residents holding stay endorsements in Hong Kong or Macao who lose their travel permits and stay endorsements during their return to the Mainland may apply to the acceptance or examination and approval department for a new travel permit and stay endorsement. When applying, submit the original certificate issued by the Hong Kong Immigration Department or the relevant departments of Macao to confirm their relevant identity, and provide a copy. Applicants who urgently need to return to Hong Kong or Macao due to special circumstances may also apply to Shenzhen Visa Office or Zhuhai Visa Office for a one-time valid entry and exit permit to return to Hong Kong or Macao.

(5) Mainland residents with stay endorsements in Hong Kong or Macao who lose their travel cards and stay endorsements during their stay in Hong Kong or Macao may apply to Shenzhen Visa Office or Zhuhai Visa Office for travel cards and stay endorsements through China travel agencies in Hong Kong or Macao. When applying, you must submit a complete application form, a written statement of the applicant's lost documents, and a certificate issued by the Hong Kong Immigration Department or the relevant authorities in Macao to confirm his relevant identity.

Four. Working time limit

The exit-entry administration department of the public security organ shall complete the examination and approval within 10 working days from the date of acceptance (that is, the date of issuing the acceptance receipt) and issue a certificate. If the applicant chooses to apply for endorsement by express mail or holds a valid pass to and from Hong Kong and Macao, it shall complete the examination and approval within 8 working days from the date of acceptance and issue a certificate (except for special circumstances such as obtaining a permit in different places).

If the applicant has special circumstances that need urgent handling, it can be settled within 5 working days after submitting the corresponding supporting materials. Special circumstances and required materials:

1. When treating diseases or visiting critically ill patients, medical records shall be submitted, and when visiting critically ill patients, the Overseas Critical Care Notice shall be submitted;

2. To attend the funeral, you need a death certificate;

3. To participate in emergency business activities, you need to submit an overseas invitation letter and unit certificate;

4. If the school starts less than one month, you need to submit an admission notice;

5. The exit-entry administration department of the public security organ will strengthen the management of citizens leaving the country for private purposes according to law, and severely crack down on illegal acts such as fraud, false certificates and endorsements.
