Since the beginning of this year, under the correct leadership of the Municipal Party Committee and the municipal government and the careful guidance of the provincial and municipal organizations, we have always regarded the reform of government institutions as the institutional guarantee for promoting economic and social development, adhered to the guidance of Scientific Outlook on Development, fully implemented the spirit of the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China, focused on transforming government functions and optimizing organizational structure, focused on improving the government responsibility system, and aimed at building a legal government, a responsible government, a service government and a clean government. I. Basic information

In July 2009, the provincial party committee and the provincial government issued the Opinions on the Institutional Reform of Municipal and County Governments (Provincial Party Committee [2009]16), and held a video conference to make overall arrangements for the institutional reform of the government. By February this year, the institutional reform of Zhengning county government was basically completed. The specific work is divided into three stages: first, the research preparation stage. After our county's institutional reform plan was approved by the municipal party committee and municipal government, our county formulated and issued the "Opinions on the Implementation of Institutional Reform of Zhengning County People's Government". On June 26th this year 10, the county party committee and county government held a county-wide mobilization meeting to make arrangements for the reform of government institutions. After the meeting, all departments acted quickly and completed the formulation and convergence of the "three definitions" as scheduled. The County Editorial Board Office carefully reviewed the "three definitions" formulated by various departments and submitted them to the county editorial board meeting, the county government executive meeting and the county party committee standing committee meeting for approval. At present, the "three decisions" regulations of various departments and the "nine decisions" plan of institutions involved in reform have all been approved, and the documents issued by the county party Committee office and the government office have been implemented.

Second, the main practices

(1) Strengthen leadership and conscientiously implement the spirit of provincial and municipal meetings. The county party committee and the county government attached great importance to the reform of government institutions, and successively held meetings of the Standing Committee of the county party committee, the executive meeting of the county government and the meeting of the county editorial board, which made careful arrangements for the reform of government institutions and made clear the direction, basic ideas and principles of the reform. All departments are required to conscientiously implement the spirit of provincial and municipal conferences in combination with the actual situation of the county, carefully organize, clarify the division of labor, strengthen responsibilities, take the reform of government institutions as the top priority of their own departments, focus on overall leadership, focus on specific leaders in charge, organize special personnel, strengthen their strength, and earnestly grasp the implementation of institutional reforms in their own departments to ensure the smooth progress of the reforms.

On the one hand, we should actively study the spirit of the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China and the provincial and municipal institutional reform documents, and deeply understand the great significance of deepening the reform of the administrative management system and government institutions under the new situation. On the other hand, carefully study the institutional setup, functional allocation and operation of county-level government departments, and put forward the overall thinking and preliminary countermeasures for deepening the reform of government institutions. The second is to conduct extensive research and improve the plan. The county party committee and government organized special forces, held symposiums, listened to the opinions and suggestions of department leaders, employees and all walks of life, made timely summary and analysis, and formed a special investigation report. In accordance with the overall spirit of government institutional reform, we have taken effective measures to properly arrange and gradually digest leading cadres who are overstaffed due to institutional adjustment. Third, the effect and experience

(1) New progress has been made in the transformation of government functions. Transforming government functions is the core of deepening the reform of administrative management system and government institutions. In practical work, whether it is the brewing research of the institutional reform plan or the drafting of the "three decisions" of the department, we all adhere to the guidance of Scientific Outlook on Development, take the effective transformation of government functions as the primary task, and speed up the separation of government enterprises, government funds, government and market intermediary organizations. Effectively transform government functions into economic regulation, market supervision, social management and public services, more effectively implement the central, provincial and municipal policies and laws and regulations, strengthen the overall coordination of the county's economic and social affairs, pay more attention to social management and public services, focus on solving people's livelihood problems, strengthen execution and law enforcement and supervision responsibilities, and enhance the ability to respond to public emergencies and comprehensive management of social security. After the reform, the county government set up 23 working departments. (4) Strict editorial control requirements have been effectively implemented. It is one of the important contents of government institutional reform to strictly control the institutional establishment and ensure that the total administrative establishment issued by the province after the reform does not break through. During the institutional reform of county government, the voice of increasing the establishment of various departments is generally high. In this regard, in accordance with the requirements of the central government, provinces and cities on strictly controlling the establishment of institutions, the county party Committee and government have repeatedly publicized policies to the departments, made good communication, and strived for the understanding and support of the departments. Third, institutional reform should highlight the transformation of functions and promote social harmony. Changing functions, straightening out relations and strengthening responsibilities are the fundamental measures to improve administrative efficiency, reduce administrative costs and build a government that the people are satisfied with. This reform has firmly grasped this key point, done a lot of work and achieved remarkable results. Practice has proved that this practice is effective and should be a consistent and important principle in the reform of government institutions. Fourth, institutional reform should be closely combined with strengthening institutional staffing management. In this reform, our county has done a lot of work in strictly controlling the establishment of institutions, but the pressure of adding institutions and increasing the establishment still exists. If we relax a little, we will have new expansion. Therefore, after the reform, we should continue to take strict measures to strengthen and standardize the management of institutional establishment, establish and improve a long-term mechanism to control the growth of institutional establishment, and continuously consolidate the reform results.

In short, although the reform of government institutions in our county has achieved certain results, there are still some problems, such as the contradiction between the establishment and the actual personnel, the newly established government departments can not use the administrative establishment, and the problems left over by some institutions are difficult to solve. In the future, we will focus on two aspects in strict accordance with the overall requirements of the municipal party Committee and the municipal government: First, follow up and study the operation of the county government's institutional reform plan. Actively and deeply understand the implementation of the "three decisions" by various departments of the county government, study and analyze the existing problems, and take effective measures to implement the requirements of provinces and cities on the reform of government institutions. The second is to further strengthen the management of institutional establishment. Conscientiously implement the regulations on the management of institutional establishment, further improve the relevant systems of institutional establishment management, strictly control the establishment of administrative institutions, and maintain the relative stability of the "three decisions" regulations.
