Civil servant transfer policy in different places
According to the provisions of the Civil Service Law, civil servants can be transferred from different places through internal transfer, transfer, attachment, etc., but the transfer procedure is very complicated, and the most critical one is the transfer procedure, which requires a certain element of luck. The reason for this is that the transfer of civil servants in different places must meet the following three conditions:

(1) The current unit agrees to transfer;

(two) the receiving unit has vacancies in staffing and positions;

(3) Handling the transfer formalities requires the seals of all units.

The whole transfer procedure involves many departments and needs to run back and forth. This process is the most complicated. If an individual unit needs an exam, it is necessary to pass the exam to complete the transfer.

First, the connotation of cross-regional transfer of civil servants

The so-called cross-regional transfer of civil servants refers to the personnel exchange between civil servants and staff members (hereinafter referred to as civil servants) who are managed according to the Civil Service Law in provinces, cities, counties and county-owned organs (units) (the personnel exchange between towns (streets) is generally not included in the scope of cross-regional personnel transfer). There is a basic requirement for the transfer of civil servants across regions, that is, it must be carried out within the prescribed quota and number of posts, and the receiving unit must have corresponding job vacancies. Transfer in different places is mainly realized through civil servant selection examination and transfer procedures.

Two, on the division of responsibilities of civil servants across regions.

The transfer of civil servants, especially cross-regional transfer, shall be carried out by the relevant departments in accordance with the management authority and division of responsibilities.

1. Inter-regional transfer of civil servants between provinces is generally handled by the Provincial Civil Service Department-the Provincial Civil Service Bureau. For example, if a civil servant intends to transfer from a provincial government agency in Hebei Province to a provincial government agency in Shandong Province, then the transfer will be handled by the Hebei Provincial Civil Service Bureau and the Shandong Provincial Civil Service Bureau in coordination.

2. The transfer of civil servants between provincial organs in the same province and the transfer of civil servants from provincial organs to cities and counties in the province shall be handled by the transfer-in organs and the transfer-out organs. For example, if a civil servant is transferred from the Shandong Provincial People's Social Welfare Department to the Taian Municipal Committee Office, then this transfer will be handled by the Personnel Department of the Shandong Provincial People's Social Welfare Department and the General Department of the Taian Municipal Committee Office.

3, city and county departments in charge of civil servants, responsible for the mobilization of the following civil servants:

(1) Civil servants other than city and county authorities (including civil servants transferred from other provinces, cities and counties) are transferred to city and county authorities;

(two) the transfer of civil servants between city and county organs;

(3) City and county civil servants transferred from city and county organs.

Third, the main ways to mobilize civil servants across regions

At present, there are three main ways to transfer civil servants across regions (including transfer across counties and cities, transfer across prefecture-level cities and transfer across provinces).

1, realize cross-regional mobilization through "talent project". The so-called "talent project" is what we often call the talent introduction policy. To put it simply, the relevant units employ an on-the-job employee from other provinces and cities who has worked for a certain number of years and whose education or technical level is higher than the minimum requirements for introducing local talents to work locally because of work needs. This policy is mainly aimed at civil servants who introduce technical posts.

2. Realize cross-regional mobilization through "Returning Wild Goose Project". The so-called "returning geese project" is a policy implemented in some areas to meet the needs of local economic and social development, aiming at guiding and supporting local expatriates to return to their original places to start businesses and obtain employment.

3. Realize the trans-regional transfer through the "Queqiao Project". The so-called "Queqiao Project" is a measure to solve the problem of separation of husband and wife in some places according to the spirit of the State Council's Notice on Further Solving the Problem of Separation of Cadres and Husband and Wife. No matter which way is adopted to realize cross-regional transfer, there must be a major premise, that is, finding a unit that is willing to accept itself, otherwise the whole transfer process cannot be carried out.

Four, on the procedures for the transfer of civil servants across regions.

What are the procedures for cross-regional transfer of civil servants? Taking the inter-regional transfer of civil servants between provincial organs as an example, I will talk about the main procedures that need to be fulfilled.

1, business tone. The received unit sends a letter to the unit where the civil servant is to be transferred to negotiate the transfer of relevant personnel.

2. reply. After receiving the letter, the unit where the civil servant is to be transferred shall, according to the collective research situation of the party Committee (party group) of the unit, timely feed back the research opinions to the sending unit, and clearly agree or disagree with the transfer of the civil servant.

3. Transfer to the organization for examination. If the transferred organ agrees to the transfer of the civil servant, the transferred unit shall organize relevant personnel to take appropriate procedures to inspect the civil servant.

4, the transfer authority for discussion and decision. After passing the inspection, civil servants plan to be transferred to the organs to hold a meeting of party committees (party groups) to conduct collective research on personnel transfer.

5, the provincial civil service department in charge of examination and approval, to the transfer authority issued a transfer notice. After an agreement is reached between the transferred-in unit and the transferred-out unit, it shall be reported to the provincial competent department of civil servants for approval, and with the consent of the competent department, a notice of transfer shall be issued to the transferred-out organ of civil servants.

6. After receiving the notice of transfer, the transfer-out organ shall issue an administrative letter of introduction to the competent department of civil servants at the provincial level and transfer the files of the transferred personnel to the transfer-in organ.

7. After receiving the administrative letter of introduction issued by the transferred organ, the provincial competent department of civil servants shall issue an administrative letter of introduction to the transferred organ.

8. It is planned to transfer civil servants to report to the new unit with the administrative letter of introduction issued by the Provincial Civil Service Department, and the whole transfer procedure is completed.

Five, transfer should abide by the following disciplines:

1. The transfer approval or filing authority shall strictly perform its duties, carefully examine and check, and shall not arbitrarily lower the standards or relax the conditions;

2, transferred to the authorities should strictly fulfill the relevant procedures, in accordance with the cadre management authority collective discussion and decision, not individuals or a few people in charge, fraud, unhealthy practices, not for the transferred personnel placement, solve the treatment, not for the transferred personnel work;

3, transferred to the unit should strictly implement the relevant regulations and policies of cadre personnel management, provide the real situation, and shall not be promoted by surprise;

4, to participate in the inspection personnel shall truthfully reflect the inspection situation and opinions, and shall not conceal or distort the truth;

5. The transferred personnel shall abide by the relevant regulations, and go through the administrative and wage relations and other related procedures within the prescribed time limit after receiving the notice of transfer.
