The urban public transport facilities referred to in these Regulations (hereinafter referred to as public transport facilities) refer to facilities such as parking lots (stations), hub stations, bus shelters, bus stops, power supply and distribution facilities and intelligent communication systems built to ensure urban public transport. Article 3 These Regulations shall apply to the planning, construction, operation, service and management of urban public transportation within the administrative area of this Municipality. Article 4 Urban public transport is a public welfare undertaking, and the urban public transport system should be built and improved in accordance with the principles of giving priority to land for facilities, giving priority to funding arrangements, giving priority to road rights distribution and giving priority to fiscal and taxation support. Article 5 Urban public transportation shall follow the principles of overall planning, government leading, active support, standardized operation and convenience for the masses, and provide the public with safe, convenient, economical and comfortable public transportation services. Sixth city, county (city) urban public traffic administrative departments (hereinafter referred to as the competent department of public transport) is responsible for the supervision and management of urban public traffic within their respective administrative areas.
Development and reform, planning, housing and urban and rural construction, land and resources, finance, public security, gardens, industry and commerce, taxation, price and other administrative departments shall, within the scope of their respective functions and duties, * * * do a good job in urban traffic management. Chapter II Planning and Construction Article 7 The people's governments of cities and counties (cities) shall incorporate the development of urban public transport into the long-term and annual plans of local national economic and social development, adhere to the principle of taking government investment as the leading factor, and establish and improve the security system in planning, construction, land use and capital investment, so as to ensure the priority development of urban public transport as the main body of urban comprehensive transportation. Eighth city public transportation should be based on government investment.
The funds needed for the construction of urban public transport facilities and new vehicles are invested by the government and included in the urban construction investment plan and annual budget; And can take corporate financing, social financing and other ways to raise funds. Article 9 The people's governments of cities and counties (cities) shall establish and improve the auditing and evaluation system for the costs and policy losses of urban public transport operators (hereinafter referred to as public transport enterprises) and the financial subsidy and compensation mechanism.
The competent department of public transport shall, jointly with the relevant departments of finance, auditing, price and civil affairs, conduct annual audit and evaluation on the increased expenditure of public transport enterprises due to low fares, undertaking social welfare and completing government mandatory tasks, and give equal subsidies and compensation after being reported to the Municipal People's Government for approval.
Financial subsidies and compensation for urban public transportation should be paid in time and in full. Tenth city and county (city) people's government shall, according to the overall urban planning, organize the preparation of urban comprehensive transportation system planning and urban public transportation special planning, and report them to the Standing Committee of the people's congress at the corresponding level for approval. The approved plan shall not be changed without authorization; If it is really necessary to change, it shall be reported for approval in accordance with the prescribed procedures. Article 11 The planning of urban comprehensive transportation system shall specify the development goal of urban public transportation, determine the positioning, proportion and scale of urban public transportation in the urban comprehensive transportation system, give priority to the development of urban public transportation, layout of network, and optimization scheme of the connection mode between urban public transportation and external transportation.
The special planning of urban public transport should include the land for public transport facilities, the layout of hubs and stations, the layout of lines, the configuration of facilities and the priority system for public transport vehicles.
Site settings should facilitate passengers to ride and transfer safely. The site coverage rate is calculated according to the radius of 300 meters, and the built-up area is more than 50% and the central city is more than 70%. Ten thousand people own no less than twenty standard buses, and the sharing rate of urban public transport is above 30%. Article 12 In the preparation of the regulatory detailed planning for the transformation of the old city and the construction of the new city, the land for urban public transport parking lots, terminal stations, transfer hubs and other facilities shall be reserved in accordance with the special planning for urban public transport, so as to ensure that public transport vehicles can be parked in accordance with national standards.
If the land for public transport facilities conforms to the Catalogue of Allocated Land, it shall be provided by way of allocation.
No unit or individual may occupy the land for public transport facilities determined by city planning or change its land use without authorization. Thirteenth the following construction projects, should be in accordance with the requirements of regulatory detailed planning, supporting the construction of corresponding public transport facilities, synchronous design, synchronous construction, synchronous delivery:
(a) new construction, renovation or expansion of large residential areas, large commercial areas and airports, railway stations, long-distance bus stations and other passenger distribution places;
(two) new construction, renovation or expansion of cultural, health, sports, entertainment and other large public facilities.
Construction projects that fail to build corresponding public transport facilities according to the plan shall not be examined and approved by the relevant departments.
