The appointment system is implemented for the appointment of cadres in government organs. Deputy cadres of public institutions are transferred to deputy cadres of administrative units, and the appointment authority is adjusted according to leading cadres. Party committees at higher levels or organs with the power of appointment and removal can be appointed directly.

There are two situations in which cadres at the deputy department level in the establishment of the cause are converted into civil servants in administrative units.

According to the relevant provisions of the Civil Service Law, in principle, the recruitment of civil servants in non-leadership positions below the chief clerk is implemented. As a leader or deputy researcher (deputy division level) or above, you can take the form of appointment, election and employment.

If you hold a real deputy-level leadership position, you can enter the civil service through the leadership appointment system. That is, qualified deputy (real-duty) cadres of public institutions can be transferred to civil servants after approval. If it is only a minor (deputy division level), civil servants who need to participate in social organizations need to recruit or can be transferred to the organs through exchanges. As long as it is transferred to the organ, it will automatically become a civil servant.
