Legal analysis: the legality review of government contracts includes: mainly examining whether the contract subject is qualified, whether the contract is concluded according to legal procedures, whether the contract content is legal and valid, and whether there is any violation of the Civil Code. The legal institution of the municipal government, the legal institution of the department or the institution engaged in legal work shall also review whether the terms of the contract are complete or not, and may also put forward opinions on the rationality of the contents of the contract, but not the technical and financial issues involved in the government contract.
