Responsible for the implementation of entry-exit health quarantine, infectious disease monitoring and health supervision, responsible for port infectious disease prevention and control, responsible for entry-exit personnel vaccination and infectious disease monitoring, physical examination management.
Responsible for the inspection and quarantine, supervision and management of entry-exit animals and plants, their products and other quarantine objects, the detection and investigation of animal and plant epidemics, the examination and approval of animal and plant quarantine authorized by AQSIQ, and the implementation of emergency prevention measures for animal and plant epidemics.
Responsible for the implementation of statutory inspection, supervision and management of import and export commodities (including food), packaging inspection and nuclear export of general packaged dangerous goods, identification and management of import and export commodities, property appraisal of foreign investment and re-inspection of import and export commodities.
Responsible for the implementation of health and quarantine registration for the production (breeding, planting), processing and storage units of import and export foods, animals and plants and their products, the implementation of import safety and quality licensing and export quality licensing, the implementation of import and export products, system certification and laboratory accreditation, personnel registration, etc., and carry out supervision and management.
To be responsible for the entry verification of civil goods under the national import license system, and for the exit verification of export and re-export related goods.
Responsible for the implementation of health supervision, quarantine supervision and related airworthiness inspection and appraisal of entry-exit vehicles, containers and containers, and the management of sanitary disposal of entry-exit vehicles, containers, packaging materials and bedding materials and goods at sea.
Responsible for the implementation of quarantine, inspection and international agreements, agreements and protocols signed by the state, relevant departments of the State Council and AQSIQ, and responsible for the implementation of technical barriers to trade agreements and quarantine agreements.
Responsible for issuing entry-exit inspection and quarantine certificates, marks and seals, and conducting supervision and management. Responsible for the visa work of GSP certificate of origin and ordinary certificate of origin for export commodities.
Responsible for the statistics of entry-exit inspection and quarantine business in this area, investigate and collect infectious diseases, animal and plant epidemics and the quality of goods in international trade abroad, and provide relevant information.
Responsible for the supervision and management of various foreign-related inspection and quarantine, appraisal and certification institutions (including Sino-foreign joint ventures and cooperative institutions) and health and quarantine institutions within their respective jurisdictions.
Responsible for entry-exit inspection and quarantine technology, standardization and informatization and related international cooperation and exchanges.
Responsible for personnel management, education and training, foreign affairs, finance, infrastructure, material management, discipline inspection and supervision, auditing, spiritual civilization construction and ideological and political work.
To undertake other tasks assigned by AQSIQ.
According to the responsibilities and the provisions of the General Administration of Quality Supervision, Inspection and Quarantine, at present, Ningxia Inspection and Quarantine Bureau has 9+2 internal institutions, including 3 inspection and quarantine offices; It has three institutions: Inspection and Quarantine Technology Center (including Northwest Appraisal Center Ningxia Branch), Office Service Center and Ningxia International Travel Health Care Center, and Ningxia Branch of China Commodity Inspection Corporation 1 Enterprise. It is the only provincial bureau without branches among the 35 inspection and quarantine bureaus directly under the AQSIQ. On April 1 this year, the State Council issued a notice to uniformly open Yinchuan Airport to foreign aircraft, and agreed to set up inspection agencies such as border inspection, inspection and quarantine at Yinchuan Airport to carry out entry-exit inspection and quarantine services (the preparatory work has been basically completed). This is a milestone in the development history of Ningxia's opening to the outside world, which will end the history that Ningxia has no air ports and Ningxia Inspection and Quarantine Bureau has no branches.
