Chapter I General Provisions Article 1 In order to rationally develop, utilize and protect the tourism resources of Dianchi Lake Scenic Area and promote the development of tourism economy, these Measures are formulated in accordance with relevant state policies and laws and regulations. Article 2 Kunming Dianchi National Tourist Resort is a national tourist resort approved by the State Council, located on the north bank of Dianchi Lake in the southwest of Kunming, with an initial planned area of 10 square kilometer. Article 3 Kunming Dianchi National Tourism Resort (hereinafter referred to as the Resort) will make full use of the unique climatic conditions and tourism resources of Dianchi Scenic Area, focus on developing international tourism and supporting tertiary industry projects, and gradually build it into a comprehensive national tourism resort that integrates tourism and holidays, meets the requirements of international tourism and holidays, and mainly receives overseas tourists. Article 4 The resort shall implement the relevant policies and regulations of the state, provinces and cities, and encourage domestic and foreign companies, enterprises and other organizations or individuals to invest, develop and build in the resort. Article 5 Resort creates a good investment environment for investors. Investors' assets, income and other legitimate rights and interests in the resort are protected by the laws and regulations of People's Republic of China (PRC) and China. Article 6 The functional departments of the Municipal People's Government and the relevant county and district people's governments shall, in accordance with the principle of simplifying procedures and improving efficiency, do a good job in the related services and management of the development and construction of holiday resorts. Seventh all kinds of organizations and individuals in the resort must abide by the laws, regulations and management regulations of People's Republic of China (PRC). Chapter II Management Article 8 The Kunming Municipal People's Government shall set up a management committee (hereinafter referred to as the management committee) in Dianchi National Tourism Resort in Kunming to exercise unified leadership and management on behalf of the Kunming Municipal People's Government. Article 9 Responsibilities of the Management Committee

(a) to implement the national, provincial and municipal guidelines and policies on the work of the resort, and to fully lead the work of the resort.

(two) to study and formulate the development plan of the resort, and organize the implementation.

(three) according to the overall planning and control planning approved by the Municipal People's government, organize the preparation of detailed planning of the resort, and be responsible for organizing the implementation and management.

(four) according to the national, provincial and municipal guidelines, policies and regulations on the work of the resort, formulate supporting policies, management measures and implementation details applicable to the resort.

(five) the development and construction units and economic entities in the resort area, macro management and coordination, and good service.

(six) examination and approval of investment projects entering the resort.

(seven) to carry out international tourism cooperation and exchanges, develop international tourism business, and handle the relevant foreign affairs of the resort in accordance with the regulations.

(eight) responsible for coordinating the work of various departments and units at all levels related to the resort. Responsible for gradually establishing and improving the social service support system of industry and commerce, taxation, customs, commodity inspection, public security, finance, insurance, law, accounting, auditing, technical consultation, talent exchange and so on in conjunction with relevant departments, and supervising and coordinating the work of branches of various departments in the resort.

(nine) to establish and manage the infrastructure, public service facilities and socialized and professional services of the resort.

(ten) to complete other tasks assigned by the state and the provincial and municipal people's governments. Article 10 The power of the management committee

(1) The Administrative Committee exercises the management authority granted by the state and the provincial and municipal people's governments in the resort area, and implements unified management of the resort area.

(2) Examining and approving investment projects with an investment of 30 million yuan or less than10 million dollars and technology import projects with an investment of less than 2 million dollars.

(three) according to the needs of the work, organize the relevant departments to jointly handle the relevant matters in the resort.

(four) to decide on the internal structure and the appointment of staff. Branches set up by various departments at all levels in the resort accept the dual leadership of the competent department and the management Committee.

(five) to examine and approve the urban household registration and rural indicators cut by the municipal government to the resort.

(six) to coordinate and handle the foreign affairs of the resort. Check the entry and exit of people in the resort.

(seven) to exercise other functions and powers granted by the state and the provincial and municipal people's governments. Chapter III Investment and Project Management Article 11 The resort will focus on developing the following projects that conform to the national tourism industry policy and Kunming tourism development plan:

Tourism projects;

(2) Cultural entertainment and amusement projects;

(3) Tourist accommodation and other holiday facilities;

(4) Travel agencies and other related services;

(five) the development, production and management of tourism commodities;

(six) import and export trade projects of tourism commodities;

(seven) to support the tertiary industry projects in the region;

(eight) tourism transportation projects;

(nine) other projects permitted and chartered by the state. Twelfth resort shall not set up the following items:

(1) polluting the ecological environment;

(2) It is prohibited by the government of China. Thirteenth resort investment and management methods are as follows:

(1) Sino-foreign joint ventures;

(2) Sino-foreign cooperative operation;

(3) Wholly foreign-owned operation;

(four) domestic independent operation or joint operation;

(5) leasing;

(six) to buy bonds and stocks in the resort;

(seven) other ways permitted by laws and regulations of China.
