Article 5 Residents' committees shall be established in units of 100 to 700 households according to the living conditions of residents and the principle of facilitating residents' autonomy.
The establishment, cancellation and scale adjustment of residents' committees shall be approved by the people's governments of cities not divided into districts and municipal districts. Article 6 A residents' committee consists of a chairman, vice-chairmen and five to nine members. Article 14 Life service undertakings and production enterprises established by residents' committees shall be managed by residents' committees, and no department or unit may expropriate, transfer, misappropriate or occupy them.
