Chapter I General Provisions Article 1 In order to strengthen the management of domestic garbage, improve the level of domestic garbage treatment and promote the industrialization of garbage treatment, these measures are formulated in accordance with the provisions of the State Council's Regulations on the Administration of Urban Appearance and Environmental Sanitation and other relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the collection and management of domestic waste disposal fees in the administrative areas under the jurisdiction of lunan district, lubei district, Kaiping District, guye district, Fengnan District, Fengrun District and the agencies of the municipal government (hereinafter referred to as the districts). Article 3 Domestic garbage disposal fees refer to the fees for collection, transportation and harmless treatment of domestic garbage. Does not include the cost of sanitary cleaning and transportation to garbage collection stations (points). Article 4 State organs, enterprises and institutions (including in Tang Province, subordinate units, military units, colleges and universities, etc.), social organizations, individual industrial and commercial households, residents, etc. that produce domestic garbage within the administrative areas under the jurisdiction of each district of this Municipality shall pay the domestic garbage disposal fee in accordance with the provisions of these Measures.

Families enjoying the minimum living guarantee for urban and rural residents can be exempted from the domestic garbage disposal fee. Fifth city, district urban management administrative department is the competent department in charge of the collection of domestic garbage disposal fees.

The municipal environmental sanitation management institution is specifically responsible for the collection and management of domestic waste disposal fees of state organs, enterprises and institutions directly under the city (inclusive) and Lunan, Lubei, Kaiping, Fengnan District and Hi-tech Development Zone. Other district environmental sanitation management agencies are responsible for the collection and management of domestic garbage disposal fees within their jurisdiction.

City, district finance, price, taxation and other departments shall, in accordance with their respective responsibilities, cooperate in the collection and management of domestic garbage disposal fees. Chapter II Formulation and Adjustment of Charging Standards Article 6 The charging standards for domestic garbage disposal fees shall be formulated on the basis of fully considering the economic affordability of garbage producers in accordance with the principles of compensating the disposal costs, making reasonable profits and paying taxes according to law. Article 7 The formulation and adjustment of the charging standard for domestic garbage disposal fees shall be formulated by the price administrative department of the Municipal People's Government in conjunction with the urban management administrative department, and shall be implemented with the consent of the Municipal People's Government and the approval of the price administrative department of the provincial people's government. Article 8 If the domestic garbage disposal rate and production and operation costs have changed greatly, the domestic garbage disposal enterprise may submit a written application to the municipal price administrative department for adjusting the domestic garbage disposal fee charging standard through the municipal environmental sanitation management institution, and submit the following materials:

(a) the production and operation cost accounting report, audited annual accounting statement and treatment cost price accounting statement of the domestic waste treatment enterprise in the past two years;

(two) the adjustment scheme, collection standard and basis of domestic waste treatment fee;

(three) the impact assessment of the proposed adjustment of the domestic garbage disposal fee standard on the related industries, the operating conditions of enterprises and the consumption expenditure of local residents;

(four) other materials related to the adjustment of domestic garbage disposal fees. Article 9 After receiving the application, the price administrative department of the Municipal People's Government shall accept it if the application materials are complete; If the application materials are incomplete, the applicant shall be informed of the materials and contents that need to be supplemented within 5 days. Article 10 The price administrative department of the Municipal People's Government shall complete the examination of application materials and cost supervision and examination within 30 days from the date of accepting the application. Article 11 The price administrative department of the Municipal People's Government shall hold a price hearing in accordance with the provisions of Hebei Province on the implementation of the price hearing system when formulating or adjusting the standard of domestic garbage disposal fees. Article 12 The formulated or adjusted domestic garbage disposal fee standard shall be announced to the public by the price administrative department of the Municipal People's Government and reported to the price administrative department of the provincial people's government and the provincial construction administrative department for the record. Chapter III Management of Charges Article 13 The municipal and district environmental sanitation management agencies are responsible for the collection of domestic garbage disposal fees, and may also entrust other units to collect them on their behalf:

(a) state organs and institutions, by the municipal and district centralized financial collection and payment center;

(two) enterprises and individual industrial and commercial households that apply for the local tax registration certificate shall be collected by the local tax department;

(three) institutions and social organizations directly under the central government (province) are directly collected by the municipal environmental sanitation management institution;

(four) residents are collected by the local residents' committee or property company;

(five) other garbage producers who should pay fees according to the provisions of these Measures shall be directly collected by the corresponding environmental sanitation management institutions in accordance with the provisions of the second paragraph of Article 5. Fourteenth collection units shall sign an entrustment agreement with the collection units. The contents of the agreement include:

(a) the names of the entrusting unit and the collecting unit;

(two) the scope of fees, fees, standards and time limit;

(three) the standard of collecting fees;

(four) the procedures for the collection of garbage disposal fees into special accounts;

(five) the obligation to collect arrears;

(6) Other contents that need to be agreed upon. Fifteenth each collection or collection unit shall collect the domestic garbage disposal fee by virtue of the charging license, the charging agreement and the special bill uniformly printed by the tax department. Sixteenth living garbage disposal fees levied quarterly. Each collecting or collecting unit shall remit the collected domestic waste treatment fee to the corresponding domestic waste treatment fee account in full on 1-5 of the second month of each quarter.

City (inclusive) above the state organs and enterprises and institutions directly under it, lunan district, lubei district, Kaiping District, Fengnan District, High-tech Development Zone, the collection or collection units will collect the domestic garbage disposal fee and remit it to the domestic garbage disposal fee account established in the municipal environmental sanitation management institution; Other districts will remit the domestic garbage disposal fee collected into the special account of domestic garbage disposal fee of the environmental sanitation management institution in this district.
