Article 1 In order to strengthen the management of day trips, safeguard the legitimate rights and interests of tourists and travel agencies, and promote the development of tourism, these Measures are formulated in accordance with the provisions of the Regulations on the Administration of Travel Agencies and other laws and regulations, combined with the actual situation of this Municipality. Article 2 The term "one-day tour" as mentioned in these Measures refers to the tourism business activities in which a travel agency organizes a team or a concentrated individual to make a short-term tour in the administrative area of this Municipality and its surrounding areas, and returns to the place of departure on the same day. Article 3 These Measures shall apply to the business activities of one-day tour and its supervision and management within the administrative area of this Municipality. Article 4 The tourism administrative department shall be responsible for the supervision and management of the business activities of one-day tours within its jurisdiction.

Construction, city appearance, transportation, public security, price, taxation, industry and commerce departments shall, in accordance with their respective responsibilities, do a good job in the supervision and management of day trips. Article 5 Travel agencies engaged in day-trip business activities shall obtain relevant certificates and photos according to law. Article 6 When a travel agency organizes a one-day tour, it shall be equipped with tour guides who have obtained tour guide certificates according to law to provide standardized services for tourists, and the vehicles and drivers shall comply with relevant regulations. Article 7 When a travel agency operates a one-day tour, the service it provides to tourists shall not be lower than the national standard or industry standard, and it shall give a true and clear answer to the tourists' inquiries about its service items, prices and quality. Article 8 A travel agency shall report the route, scenic spots and time arrangement of a one-day tour to the tourism administration department for the record. Article 9 When organizing a one-day tour, a travel agency shall sign a written contract with tourists in accordance with the law, specifying the itinerary, service items, price standards, liability for breach of contract, travel accident insurance and dispute resolution, and handle liability insurance in accordance with relevant state regulations. Tenth travel agencies to attract and receive day tourists, should make a complete file, save the relevant information. One-day tour business files shall be kept for at least 2 years. Article 11 A travel agency shall observe the following provisions when organizing a one-day tour:

(a) honesty and fair competition;

(two) the contents of the public line;

(three) the implementation of price tag, indicating the service items and standards;

(4) Using legal bills;

(five) announced the complaint telephone;

(six) accept the supervision and inspection of the tourism administration and other departments in accordance with the law. Twelfth travel agencies to organize day trips, shall not have the following acts:

(a) to attract tourists at a price lower than the cost price or by other unfair price competition, and to crowd out other travel agencies;

(two) to change the tourist routes or reduce the number of scenic spots without authorization;

(3) Selling tickets to carry passengers on the way or running passenger buses in the name of running a one-day tour;

(four) unauthorized price increases, price increases, fees charged outside the contract;

(5) Deceiving or coercing tourists to visit, dine, shop or make other consumption;

(6) Transferring tourists to other operators without the consent of tourists;

(seven) do not wait for tourists or forcibly solicit customers according to the prescribed time and place;

(eight) other acts that disrupt the order of day trips. Thirteenth in the day tour activities, tourists have one of the following circumstances, the travel agency shall promptly discourage or stop:

(a) spitting, chewing gum, littering peel, scraps of paper, cigarette butts;

(2) The language and manners are uncivilized;

(three) do not respect the national customs and religious beliefs;

(four) acts of damaging tourist facilities;

(five) other acts that should be discouraged or stopped in time. Fourteenth tourists in the one-day tour activities, their legitimate rights and interests are damaged, you can complain to the tourism administration and other departments, you can also apply for arbitration or bring a lawsuit according to law. Fifteenth tourism administrative departments should strengthen the supervision and inspection of day-trip business activities. After receiving complaints from tourists, they should promptly investigate and deal with them in accordance with relevant regulations, and inform the complainant of the results. Travel agencies operating day trips and units or individuals providing related services for day trips shall cooperate. Sixteenth in violation of the relevant provisions of these measures, the tourism administrative department shall be punished in accordance with the provisions of the regulations on the administration of travel agencies and other laws and regulations; Those who harm the legitimate rights and interests of tourists shall bear civil liability according to law. Seventeenth tourism administrative departments and their staff dereliction of duty, abuse of power, corruption, shall be given administrative sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law. Article 18 These Measures shall be implemented as of 1 month 1 day, 2008.
