The detailed procedures are as follows:

6. the provincial development and reform commission issues the business approval certificate. According to the examination opinions of the Municipal Development and Reform Commission, the Approval Certificate for Retail Operation of Refined Oil will be issued to qualified new gas stations. The investor shall go through the formalities of industrial and commercial and tax registration with the approval certificate.
