If the Party committee and the government make decisions, the departments designated by the Party committee and the government shall be the evaluation subjects. Where the relevant departments of the Party Committee and the government make decisions, the department or the lead department shall consult with the institutions designated by other relevant departments as the main body of evaluation.
The third is to determine the evaluation content. In the process of evaluation, the legality, rationality, feasibility and controllability of major decision-making matters are mainly evaluated.
The fourth is to formulate an evaluation plan. After deciding on major decision-making matters to enter the social stability risk assessment procedure, the subject responsible for the assessment fully understands and grasps the basic situation of the assessed object, accurately grasps the assessment focus, formulates the assessment plan, establishes the assessment team, and organizes the assessment in time.
The fifth is to carry out risk assessment. The main body of evaluation closely focuses on the legality, rationality, feasibility and controllability of major decision-making matters, and on the basis of extensively soliciting and accurately grasping public opinion, classifies and combs the opinions of all parties, conducts in-depth research, and finds out the risk points of social stability. Timely organize relevant personnel to conduct in-depth discussion, accurate judgment and scientific demonstration around the causes, potential threats, negative factors that may aggravate risks, positive factors that dissolve risks and effective measures to eliminate and weaken risks, and form scientific evaluation opinions.
The sixth is to determine the risk level. In our region, the risk levels are divided into three categories: high risk, medium risk and low risk. If 60% or more people have opinions and strong reactions, and the dissatisfaction of the people is difficult to alleviate, which may lead to large-scale mass incidents, it is a high risk; 20% to 60% people don't understand and don't support, which may lead to contradictions and conflicts, which is a medium risk; If more than 80% people understand and support it, it is low risk.
Seventh, prepare the evaluation report. According to the analysis and demonstration opinions, the evaluation subject forms an evaluation report, puts forward a high-risk, medium-risk and low-risk deterministic evaluation of the stability risk, and puts forward opinions on the implementation, suspension or non-implementation of the evaluation items. The eighth is to formulate a stability plan. According to the assessment and prediction of possible risk points, the departments involved timely study and formulate specific measures to solve contradictions and problems, formulate emergency response plans, do a good job in explaining and guiding the masses, strengthen risk prevention and control, and prevent serious cases (incidents).
