1. Where an urban kindergarten is established, the applicant shall submit to the education administrative department of the people's government of the city where the kindergarten is located the certification materials that the kindergarten premises and facilities meet the national hygiene standards and safety standards, as well as the preparation materials that the kindergarten director, teachers, doctors, medical staff, nurses and other personnel meet the national standards. To apply for the establishment of a rural kindergarten, the applicant shall submit the above materials to the people's governments of townships and towns where the kindergarten is located.

2, the city education administrative departments and rural township and town people's governments shall timely review these materials, meet the basic conditions, shall be registered.

3. The people's governments of rural townships and towns shall also report the registered kindergartens to the education administrative departments of the people's governments at the county level for the record.

Units and individual citizens to set up kindergartens shall meet the following conditions:

(1) The domicile of the organizer or the habitual residence of an individual citizen is within the administrative area. ?

(2) Kindergartens should be set in safe and pollution-free areas. ?

(3) Kindergartens have activity rooms and auxiliary rooms that meet the safety and hygiene requirements, as well as outdoor activity places that are suitable for their scale. ? Boarding kindergartens should have dormitories and isolation rooms. Bathroom, laundry room and staff duty room, etc.

(4) Kindergartens should be equipped with wooden tables and chairs that meet the requirements of conservation and education, safe and hygienic toilet utensils, and a certain number of teaching AIDS, toys, books, musical instruments, games and sports equipment. ? Boarding kindergartens should also be equipped with single beds for children. ?

(five) the kindergarten staff have no chronic infectious diseases and mental illness. ?

(6) Principals and teachers have graduated from preschool normal schools (including preschool education majors in vocational schools), or obtained professional qualification certificates for preschool teachers, or graduated from junior high schools and received professional training in preschool education. ?

(7) Doctors graduated from medical colleges, healers and nurses graduated from secondary health schools, or obtained the qualification certification of health administrative departments, and health workers graduated from high school and received vocational training in infant health care.

(8) Nurses graduated from junior high school and received vocational training in child care. ?

(nine) organizers and contractors have resources for conservation, education, maintenance or expansion and reconstruction of kindergartens and facilities.

Article 28 of the Regulations on the Administration of Kindergartens, if any unit or individual violates these regulations and has any of the following circumstances, the education administrative department shall give a warning or a fine to the person directly responsible, or suggest the relevant departments to give administrative sanctions to the person responsible:

Corporal punishment or corporal punishment of children in disguised form;

(two) the use of toxic and harmful substances to make teaching AIDS and toys;

(three) embezzlement and misappropriation of kindergarten funds;

(four) occupation, destruction of kindergarten buildings and equipment;

(five) interfere with the normal working order of kindergartens;

(six) the buildings and facilities around the kindergarten are dangerous, polluting or affecting the lighting of the kindergarten.

If the circumstances listed in the preceding paragraph are serious enough to constitute a crime, criminal responsibility shall be investigated by judicial organs according to law.
