Because the mountains are high and the roads are long, the fresh vegetables trafficked in are both expensive and rare, and many people regard them as gifts. There is a lack of electricity here, we often can't see TV, and we have to bear the poverty, monotony and loneliness of spiritual life. Most of the time, I dream of inhaling oxygen, eating a big plate of fresh vegetables and watching a wonderful TV program. These ordinary lives have become an extravagant hope, which is the deepest feeling of Deng Bochu when he first came here. Shiqu is a place called "life forbidden zone".
1In July, 992, Deng Bo, who just turned 20, graduated from the provincial tax school and was assigned to shiqu county. Originally, he came to Shiqu from Peng 'an, Nanchong (Weibo) with his yearning for the grassland, his enthusiasm for tax work and his dream of being a good "tax official", but his good wishes were in sharp contrast with the cruel reality. Faced with the harsh living environment, he was shaken, sad, and cried, and even wanted to leave. Especially when I first arrived in Shiqu, I was dizzy, bloated, tinnitus and flustered, and I couldn't sleep all night. The city life described in the students' letters also hit his heart. I wonder how many times I have asked myself if my youth and life should be dedicated to this distant world of ice and snow.
In the most difficult days of his life, the overall Tibetan and Chinese comrades gave him family-like warmth. There is no canteen in the station, and Deng Bo is single. In view of this situation, starting from Director Xue Luo, every colleague in the station took him to his home for dinner, and they served him the best food. In the evening, whenever his bedroom lights up, everyone takes the initiative to accompany him, or please come to their home to chat. When going to the countryside, leaders and Tibetan cadres would rather eat less than one bite, but also let him eat well and eat well; I would rather sleep on the floor wrapped in Tibetan clothes than leave my bed to him. In this coldest place, Deng Bo felt the unselfishness and warmth that ordinary people had never felt before for the first time in his life.
Just as he was hesitating, the emergence at work increased his confidence. Although Deng Bo is only a secondary school student, everyone thinks that he is from a "trained class" and attaches great importance to it. From then on, he began to learn to drink butter tea, eat Ciba and chew raw beef. Learn to use cow dung to make a fire, keep warm and cook; Learn to live as tenacious and persistent as a plateau yak. From that day on, he strengthened his confidence and determination: he must live up to the trust of the leaders and the hopes of his comrades, and dedicate his youth and wisdom to the hot land of Shiqu and the tax cause of the plateau.
It is difficult to collect taxes, and it is even more difficult to collect taxes on the plateau. The main ways of tax collection are centralized payment in county towns and roving collection in villages and towns. Hundreds of taxpayers in the county are scattered in 23 towns and villages, the nearest is more than 70 kilometers away from the county seat, and the farthest is more than 300 kilometers, and there are several snow-capped mountains with an altitude of more than 5000 meters in the middle. Twice a year, the tour takes about a month, and the journey is about 1500 kilometers. Most towns and villages have no hotels or restaurants. The sky on the plateau, the face of the child. One moment the sun shines, the other the rain pours. Because roads are mud and stone pavements, they are often covered with dust on sunny days and mud on rainy days. If you encounter mudslides and landslides, it is either very dangerous or stuck in the middle, and you are in a dilemma. When you are thirsty, take a sip of snow water; When you are hungry, pick up some cow dung and firewood and boil water to make instant noodles, or eat a few rakes. One day in 2004 1 1 month, the car in which Deng Bo and four colleagues were riding broke down, and there was no one around, and the wind and snow filled them. They had to hide in the car, munching on ice and snow to satisfy their hunger, and singing and telling jokes to cheer them up. My voice was hoarse, and after the story was finished, no one was seen. In fact, Shiqu is a vast land with few people and few tax sources. The county's main tax revenue comes from more than 200 self-employed households, and there are no large industrial and mining enterprises. Someone once asked, what's the point of taking so much trouble and suffering and collecting less tax than a tax office in the mainland? Deng Bo's answer said: "The state has given us the tax on such a large piece of land, and we are responsible for guarding the land. Every cent is a tax, and it is the responsibility to collect more and collect less. " Yes, in Shiqu and throughout Ganzi Prefecture, the taxes collected are not much, but they pay a lot. They deeply realized that in Tibetan plateau areas, tax work embodies the political significance of the purpose of "gathering wealth for the country and enforcing law for the people", which is far greater than its income significance. A limited amount of tax is collected, but the tax position of Shiqu, where the * * * production party is in power, is maintained as a sacred mission of tax cadres, and a conscience and responsibility of tax cadres are adhered to, which is full of deep affection for the party and the country.
Deng Bo said: "In the 20 years of working in Shiqu, there are joys, sorrows, gains and contributions. What makes me feel guilty most is that I owe too much affection, especially to my wife, and I have an unspeakable pain in my heart, because I owe her too much. My wife, like me, is a mainlander. Some people say that giving birth to a child is a woman's second life, and it is the time when her husband is most needed to accompany her through life and death. But at this moment, I failed to fulfill my responsibility as a husband. It was a day in May of 1998, and the overall staff were preparing to go deep into the districts and townships to conduct tax inspection. I received a telegram from my hometown saying that my wife, who was pregnant in October, had entered the hospital for labor. What should I do in the face of my wife and work? If I take time off to go home, the leader will give special approval, but at that time, the tax inspection was imminent, and I compiled the inspection plan. I am most familiar with all the work links. If I go home to take care of my wife, it will definitely affect the inspection work. So I wrote to ask my parents in my hometown to take care of my wife for me. Far away in Shiqu, I face the direction of my hometown and silently say to my wife: I'm sorry, I'm really sorry! "
After the tax inspection that lasted more than 40 days and traveled more than 1,000 kilometers, Deng Bo returned to the county seat. When he received a letter from his wife and a photo of their mother and son, he looked at the young face of his son in the photo and read his wife's words in the letter, "You don't have to come to see me, but you should always see your own flesh and blood." He couldn't help crying. That night, colleagues all came to his residence, brought wine and vegetables, gathered around the electric stove, and raised their glasses and sang "... Don't say anything, the motherland knows me ...".
Shiqu is a high incidence area of echinococcosis in China. Echinococcosis is a parasitic disease endemic to plateau, and it is called "cancer" at plateau. In July, 2000, Deng Bo's wife unfortunately suffered from hepatic echinococcosis. When it was discovered, the body was already the size of a fist. Once the capsule outside the body ruptured, it would cause rejection and shock death. With the care and help of comrades in the bureau, he borrowed 30 thousand yuan for surgery and sent his wife to Chongqing for surgery urgently. Liver surgery is very dangerous and needs careful care. However, on the fifth day after the operation, Deng Bo learned from the phone that the comprehensive collection and management software pilot in Quanzhou was about to open. He is a leader in charge and a system administrator. If he doesn't get back in time, it is likely to affect the pilot work in Quanzhou. At that time, he was utterly confused, looking at his pale wife and the infusion bottle hanging from his hospital bed. He really couldn't say it. The careful wife noticed his change and asked, "Is there anything at work? Did the bureau ask you to go back? " He nodded silently. The wife's tears suddenly flowed down. Before long, she said, "Go, don't delay your work. The conditions here are good. I will take care of myself." The next day, he reluctantly returned to the plateau.

For a long time, whenever he encounters similar situations, he will try his best to lend a helping hand. He did this for nothing but hope that all people would be safe, healthy and auspicious. Over the years, he and his employees have successively sponsored more than 60 poor students, individual industrial and commercial households and disaster-stricken poor households. Although they donated little money and things, they reflected a kind of affection and gave a love.
In 2008 1 month, Mengsha Township, shiqu county suffered heavy losses in the snowstorm.
