With the deepening of investment promotion and the increase of migrant laborers, most farmers choose to abandon agriculture for business or work, but these loose farmers are scattered in every corner of the city, and few can really play the role of publicity and education.
(3) It is the floating population, especially the farmers who are engaged in secondary and tertiary industries, whose cultural quality needs to be improved urgently. Since Leling vigorously developed urban infrastructure in 2000, wealthy farmers have come to the city to buy houses and settle down. According to the incomplete statistics of Leling Housing Management Bureau, since 2000, about 50,000 farmers have entered Leling urban area to buy houses. Although the house has been bought, the environment has changed, and there are more ways to earn money, most farmers have not adapted to the new environment of the city, and it is urgent to strengthen and improve the propaganda, ideological and cultural work.
Second, the main factors restricting the propaganda work. In view of the existing problems, we believe that there are three main factors:

Therefore, creating a fair and efficient business environment is of special significance to our province.

Promoting supply-side structural reform is the key to solve the current economic transformation and upgrading, improving quality and efficiency, and the main way to realize the balance between supply and demand from a low level to a high level, and reducing costs is an important task of supply-side structural reform. At present, in some fields and places, the transaction cost of enterprises is relatively high, mainly because some government departments and units have problems in work efficiency and work flow. Changing the problem of difficulty and slowness is the focus of business environment construction and the important content of supply-side structural reform this year.
4. Creating a fair and efficient business environment is an inevitable requirement for deepening the reform of institutional mechanisms.
