In accordance with the unified arrangements of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education and the Provincial Department of Education, according to the requirements of the Notice of Hunan Provincial Department of Education on Doing a Good Job in Teacher Qualification Accreditation in 2022 (Xiang Jiao Tong [2022] No.65) and the Announcement on Teacher Qualification Accreditation in Hunan Province in 2022, combined with the actual situation in our state, we hereby notify you of the teacher qualification accreditation in 2022 as follows:
First, the qualifications of teachers
An applicant for teacher qualification (hereinafter referred to as the applicant) shall meet the following conditions:
(a) support the party's basic line, fully implement the party's education policy, consciously abide by the "Teachers Law" and other laws and regulations, abide by the professional ethics of teachers, love education, love students, be a model, and have not reached the national statutory retirement age of China citizens.
(two) to apply for the qualification of primary and secondary school teachers (including kindergarten teachers' qualifications; ② Primary school teacher qualification; (3) The qualifications of teachers in junior middle schools and the qualifications of teachers in cultural courses and professional courses in junior vocational schools are collectively referred to as the qualifications of teachers in junior middle schools; ④ Senior high school teacher qualification; (five) the qualifications of teachers in secondary specialized schools, technical schools, vocational high schools and professional courses are collectively referred to as the qualifications of teachers in secondary vocational schools; ⑥ The qualifications of internship instructors in secondary vocational schools, secondary specialized schools, technical schools and vocational high schools are collectively referred to as the qualifications of internship instructors in secondary vocational schools). The applicant's domicile and residence (must have a local residence permit and be within the validity period) or school location (only for fresh graduates, full-time undergraduates and graduate students) should be within the administrative area of Xiangxi.
(3) Having the corresponding academic qualifications as stipulated in the Teachers Law. This year's graduates should obtain the graduation certificate before the teacher qualification accreditation body makes the conclusion of teacher qualification accreditation.
(4) The applicant shall take relevant examinations and tests and meet the corresponding requirements.
1. Persons who apply for the qualification of teachers in senior middle schools (secondary vocational schools) and below, except those specified in items 2 and 3 of this article, shall take the national unified examination for the qualification of teachers in primary and secondary schools, and obtain a certificate of conformity, and within the validity period.
2. Postgraduates and normal students who belong to the scope of examination-free accreditation reform can apply for accreditation of corresponding teacher qualifications with the "Teacher Professional Ability Certificate for Normal Students", which is valid for three years. Teachers' professional competence certificate of normal students can only be used once in the validity period. Those who apply for the qualifications of teachers in other subjects and disciplines are not exempt from the examination, and must take the national primary and secondary school teacher qualification examination.
3.201512.31Full-time teachers' college graduates who are engaged in primary and secondary school teacher education and have never applied for teacher qualification can apply for teacher qualification in the same or similar disciplines with relevant materials this year. From June 5438+1 October1day, 2023, such personnel must take the national primary and secondary school teacher qualification examination before they can apply for primary and secondary school teacher qualification.
(5) The standard of Putonghua should reach Grade II or above in the Standard of Putonghua Level Test promulgated by the State Language Committee. Among them, the Putonghua for applying for the qualification of teaching Chinese, general practice in primary schools, and teaching Chinese as a foreign language should reach the level of Grade II and above, and the Putonghua for applying for the qualification of voice teacher should reach the level of Grade I and above.
(six) with good physical and psychological quality, no infectious diseases, no history of mental illness, can meet the needs of education and teaching, to participate in the identification of the year in the hospital designated by the teacher qualification accreditation institutions at or above the county level.
Second, the teacher qualification procedures
(1) Online declaration
1. Applicants must log on to China Teachers' Qualification Network (hereinafter referred to as the online reporting system) within the time specified in this notice, and make a declaration from the "Online Reporting Portal for Teachers' Qualification Applicants".
2. The applicant shall determine the corresponding teacher qualification accreditation institution according to the teacher qualification category to be applied for online application.
(1) Where the household registration or residence (fresh graduates can also attend schools) apply for the qualifications of senior middle school teachers, secondary vocational school teachers and secondary vocational school internship instructors within the jurisdiction of Xiangxi, the accreditation institution is Xiangxi Education and Sports Bureau.
(2) To apply for kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification, the accreditation institution shall be the county and city education and sports bureau where the applicant's household registration or residence (fresh graduates can also attend schools) is located.
Hong Kong, Macao and Taiwan residents who hold the residence permit of Hong Kong, Macao and Taiwan residents within the validity period of our province may apply to the corresponding education administrative department for recognition; Hong Kong and Macao residents who participated in the qualification examination for primary and secondary school teachers in our province can apply for recognition in the corresponding education administrative departments with the Hong Kong and Macao residents' passes to and from the mainland and Taiwan Province residents' passes to and from the mainland valid for five years.
Servicemen or armed police stationed in our state can choose the corresponding education administrative department to apply for the qualification of primary and secondary school teachers.
3. The applicant shall, in accordance with the corresponding academic requirements for teacher qualifications, determine the category of teacher qualifications he applies for. Applicants who have passed the primary and secondary school teacher qualification examination must have the same teaching disciplines as the majors they apply for, and applicants who have obtained the teachers' professional competence certificate for normal students should have the same teaching sections and teaching disciplines as those on the teachers' professional competence certificate for normal students.
4. The applicant should fill in the application information truthfully and completely according to the prompt of the online newspaper system, and upload a recent one-inch electronic photo (format: JPG/JPEG, with a color white background, not exceeding 190K, with the same version as the photo pasted on the qualification certificate).
5. The time for online declaration is:

(2) On-site confirmation
1. Apply for on-site confirmation of teacher qualification of senior high school (secondary vocational school).

(2) Location: the window of the Education and Sports Bureau on the second floor of the Xiangxi Autonomous Prefecture Government Affairs Center.
(3) Physical examination: After downloading and printing Attachment 2, the applicants will go to the Physical Examination Center of Xiangxi Traditional Chinese Medicine Hospital for Nationalities (No.91Renmin North Road, Jishou City) or the Medical Inspection Center of Jishou City (diagonally opposite to Wen Yi Road) for physical examination in advance. Submit the recent physical examination certificate during the on-site audit.
2. Apply for on-site confirmation of kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification.
County and city accreditation bodies must determine the specific confirmation time and place within the prescribed time limit, carefully verify the application materials provided by the applicant or relevant schools, and issue a written notice of acceptance or rejection on the spot. If the application materials are not accepted, the reasons shall be explained in detail. If the application materials are incomplete or irregular, it shall be informed on the spot to supplement or improve them.
After the online application is completed, the applicant should consult the notice published on the website of the corresponding authorized institution in time, and carry relevant materials for on-site audit and confirmation at the specified time and place.
3. Materials that the applicant needs to submit.
(1) Valid identification documents: ID card (household registration book), residence permit or certificate of studying abroad, and the original personnel relationship issued by the personnel department of the organization.
(2) One-inch recent bareheaded photo (4cm*3cm color photo with name and ID number written on the reverse side), which is consistent with the photo uploaded by the online application for teacher qualification in China.
(3) academic certificate. Hong Kong, Macao and Taiwan academic degrees should also be submitted to the certificate of Hong Kong, Macao and Taiwan academic degrees issued by the Education Service Center of the Ministry of Education, and foreign academic degrees should also be submitted to the certificate of foreign academic degrees issued by the Education Service Center of the Ministry of Education.
(4) Putonghua proficiency test grade certificate.
(5) the physical examination certificate issued by the hospital at or above the county level designated by the teacher qualification accreditation institution.
(6) To apply for the qualification of primary and secondary school teachers, you must submit the Certificate of Qualification Examination for Primary and Secondary School Teachers or the Certificate of Professional Ability of Normal School Teachers within the validity period.
Applicants who meet the requirements of full-time teachers' education graduates who entered the school before 20 15 12 3 1 must submit copies of the courses and teaching practice results of teachers' education at the corresponding educational level; The qualification certificate for training normal students in school (that is, the catalogue file of enrollment majors issued by the Provincial Department of Education in the year of enrollment, in which "S" in the column of teacher identity refers to normal majors and "J" refers to both normal and non-normal majors), the roster of graduates and the enrollment roster of the year of enrollment; Relevant materials such as on-the-job certificate issued by the work unit.
Note: When applying for teacher qualification, if the required materials have passed the electronic information verification of "Teacher Qualification Management Information System", the applicant will no longer submit paper materials. Paper materials include academic certificates, primary and secondary school teachers' qualification certificates, teachers' professional ability certificates in normal schools, and Putonghua proficiency test grade certificates. For materials that have not passed the verification and cannot be verified by other systems temporarily, the originals and copies of relevant certificates shall be provided.
(3) Review by the accreditation body
Before making a conclusion, each teacher qualification accreditation institution should carefully examine the relevant materials submitted by the applicant according to the requirements of that year, and cooperate with the public security department to complete the verification of the applicant's illegal and criminal information, and make a conclusion according to the verification results and national laws, regulations and relevant provisions.
(4) Issuing certificates
1. Time: Phase I: August; The second stage: 65438+February.
All teacher qualification accreditation bodies shall issue teacher qualification certificates to applicants who meet the accreditation conditions within the specified time.
2. Location: the issuing place of each teacher qualification accreditation institution (the issuing place of the accreditation institution of Xiangxi Education and Sports Bureau is "the window of Education and Sports Bureau on the second floor of Xiangxi Government Affairs Center").
Each teacher qualification accreditation body shall inform the applicant of the reasons for not recognizing the application that does not meet the accreditation conditions.
Note: Applicants whose teacher qualification certificate needs to be mailed must register when they are confirmed on the spot. Applicants who need to get the teacher qualification certificate on site must get it on time.
Third, strengthen epidemic prevention and control.
(1) Strictly implement the normalization requirements of epidemic prevention and control according to the decision-making and deployment of national epidemic prevention and control work. Appraisal institutions in counties and cities should strictly implement various prevention and control measures in accordance with the local prevention and control requirements, make emergency plans, arrange the time reasonably at wrong times and peaks, and ensure the safe and smooth development of appraisal work.
(2) The on-site confirmation institution shall, in accordance with the principle of territorial management of epidemic prevention and control, do a good job of disinfection at the acceptance site in strict accordance with the requirements of epidemic prevention and control to ensure the life safety and health of the applicant and its staff.
(III) During the on-site confirmation time, all applicants should pay close attention to the epidemic prevention and control requirements of Xiangxi Epidemic Prevention and Control Command Center in real time, actively cooperate with the epidemic prevention and control work of local recognized institutions, and obey the guidance and arrangement of on-site staff. In particular, fresh graduates should make reasonable plans and choose certification institutions according to the graduation time of the school.
(4) Applicants for teacher qualification in senior middle schools (secondary vocational schools) confirm the wrong time and place on the spot. The specific arrangements are as follows:
(a) the same applicant can only apply for teacher qualification once in a natural year.
(two) schools or any institutions are prohibited from registering on their behalf, and the applicant shall bear the responsibility for violating the regulations and affecting his application for teacher qualification.
(3) For other unfinished matters, please refer to the notice on the website of the certification body. Please check it in time to avoid missing the work arrangement of the certification body.
(4) Require the applicant to make online declaration and on-site audit according to the specified time, place and requirements. If the applicant fails to complete the application within the specified time due to reasons such as missing the application time, choosing the wrong accreditation institution or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation institution will no longer accept the application, and the responsibility will be borne by the applicant himself.
(five) Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers shall submit the original certificate of no criminal record issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. If necessary, applicants from Hong Kong and Macao can apply to Hunan Teachers' Qualification Center for issuing relevant letters through accreditation bodies in advance.
(6) Applicants should truthfully submit relevant materials, and those who cheat teachers' qualifications through fraud will be punished according to the relevant provisions of the state.
