According to CCTV news, starting from tomorrow (July 1 day), the full coverage list management of enterprise-related business licenses will be implemented nationwide, and the reform of the examination and approval system will be promoted in four ways, namely, directly canceling the examination and approval, changing the examination and approval to filing, implementing notification commitment, and optimizing the examination and approval service. At the same time, the pilot reform will be further strengthened in the free trade pilot zone, and we will strive to establish simple, efficient, fair and transparent, lenient and strict management rules for the industry before the end of 2022.

The State Council recently issued the Notice on Deepening the Reform of "Separating Licenses from Licenses" to Further Stimulate the Development Vitality of Market Subjects, and since July 1 this year, the full coverage list management of business license matters related to enterprises has been implemented nationwide. Of the 523 business license items set by the central government, 68 were directly cancelled nationwide, and the approval was changed to filing 15, and 37 were informed. For the rest, measures were taken to optimize the approval service, such as decentralizing the approval authority, streamlining the conditional materials, optimizing the approval process and reducing the approval time limit.

According to CCTV Finance, the newly revised "Measures for Identification of Poor Persons" came into effect on July 1 this year. The "Measures" appropriately expanded the types and grades of disabilities with "inability to work", and added "third-level intellectual and mental disabilities, second-level physical disabilities and first-level visual disabilities" on the basis of the original identification of "first-and second-level intellectual and mental disabilities", stipulating that the above-mentioned disabled persons should be identified as incapacitated. The "Measures" improve the identification conditions of "no source of income", and the specific conditions for identifying "no source of income" for extremely poor people are that their income should be lower than the local minimum living standard, and their property conforms to the property status regulations of local extremely poor people.
In July, the notification commitment system for tax certification matters will be fully implemented.
