Measures of Zhejiang Province on Employment of Disabled Persons
Chapter I General Provisions Article 1 In order to promote the employment of disabled persons and guarantee their labor rights, these measures are formulated in accordance with the provisions of the Law of the People's Republic of China on the Protection of Disabled Persons, the Regulations on the Employment of Disabled Persons and the Regulations on the Protection of Disabled Persons in Zhejiang Province, and in combination with the actual situation of this province. Article 2 The employment of disabled persons shall follow the policy of combining centralized employment with decentralized employment.

The people's governments at or above the county level shall incorporate the employment of the disabled into the national economic and social development plan, formulate preferential policies and support measures, and create conditions for the employment of the disabled. Article 3 People's governments at all levels shall strengthen the overall planning and comprehensive coordination of the employment of disabled people. The Working Committee for Disabled Persons of the people's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging relevant departments to do a good job in the employment of disabled persons.

The departments of human resources and social security, civil affairs, industry and commerce administration, finance and local taxation of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in the employment of disabled people. Article 4 Disabled persons' federations at all levels shall be responsible for the specific organization, implementation and supervision of the employment of disabled persons in accordance with laws, regulations or entrusted by the government.

The employment service agencies for the disabled affiliated to the federations of the disabled at all levels specifically organize and implement the employment survey, vocational training, vocational guidance and employment introduction for the disabled.

Trade unions, youth leagues and women's federations shall do a good job in the employment of disabled people within their respective scope of work. Article 5 Organs, organizations, enterprises, institutions, private non-enterprise units and other organizations (hereinafter referred to as employing units) shall fulfill their responsibilities and obligations to support the employment of disabled persons in accordance with relevant laws, regulations and these Measures.

Encourage social organizations and individuals to help and support the employment of disabled people through various channels and forms. Discrimination against disabled people in employment is prohibited.

Disabled people should improve their own quality and enhance their employability.

Encourage disabled people to choose their own jobs and start their own businesses. Chapter II Responsibilities and Obligations of the Employer Article 6 The disabled employees of welfare enterprises, blind massage institutions and other employers (hereinafter collectively referred to as employers who use disabled people intensively) shall not be less than 25% of the total number of employees in their own units. Organs, organizations, enterprises, institutions, private non-enterprise units and other employers (hereinafter referred to as general employers) shall arrange employment for the disabled at a ratio of not less than 1.5% of the total number of employees in their own units. Article 7 The employing unit shall provide disabled employees with jobs, posts, working conditions and labor protection suitable for their physical conditions, and build necessary barrier-free facilities for their workplaces and working environments.

The employing unit shall ensure that employees with disabilities enjoy the same treatment as other employees in promotion, promotion, post appointment, job title evaluation, labor remuneration, social insurance, welfare, rest and vacation, etc. Article 8 The general employing unit shall, in accordance with relevant regulations, regularly submit to the Disabled Persons' Federation information such as the total number of its employees, the roster of disabled employees and the payment of social insurance premiums. Article 9 If the general employing unit fails to reach the prescribed proportion in arranging employment for the disabled, it shall pay the employment security fund for the disabled according to the actual difference. Chapter III Safeguards Article 10 Employers are encouraged to give priority to the employment of persons with disabilities under the same conditions. Organs, institutions and state-owned enterprises should take the lead in resettling the disabled.

Except for special posts, no employer may set additional conditions to restrict disabled people from applying for the exam. Employers who fail to reach the employment ratio for the disabled can set up special posts for recruiting the disabled according to the actual situation, and can give preferential policies such as relaxing the proportion of opening examinations.

The Working Committee for Disabled Persons shall strengthen guidance and coordination, organize relevant departments and units to formulate work plans, and gradually increase the proportion of disabled workers in the total number of employees. Eleventh welfare enterprises enjoy relevant support and preferential treatment in accordance with the Measures for the Administration of Welfare Enterprises in Zhejiang Province; Other employers who use disabled people intensively enjoy the same preferential policies as welfare enterprises. Article 12 People's governments at or above the county level and their relevant departments shall, in accordance with the provisions, give support such as entrepreneurship subsidies, loan interest subsidies, business site care, social insurance subsidies, etc., and implement relevant preferential tax policies. Thirteenth agriculture, forestry, marine and fishery departments, supply and marketing cooperatives, financial institutions, etc., should give relevant help to disabled people engaged in agricultural production and labor in production services, technical guidance, agricultural materials supply, agricultural and sideline products acquisition and credit.

Give some financial support to agricultural enterprises, farmers' professional cooperatives and family farms with more disabled people. The specific measures shall be implemented in accordance with the relevant provisions of the province. Fourteenth to encourage relevant organizations and enterprises to provide support for the disabled, to help the disabled through network services, e-commerce, processing and other ways to achieve home employment. Fifteenth people's governments at or above the county level shall develop public welfare posts suitable for the employment of disabled people according to local conditions. Community and village service posts for the disabled should be given priority in arranging qualified disabled people.

Community health service centers, rehabilitation institutions and related service institutions established by the government have health massage departments, and under the same conditions, priority should be given to hiring qualified blind massage personnel.
