Wu 'an Provincial High-tech Industrial Park was established with the approval of the provincial government in November 1992. At present, there are nearly 70 enterprises in the High-tech Zone, and a number of high-tech enterprises and products have been born here one after another. The ¢ 1 13 pipe produced by the Sino-Japanese joint venture Hebei Fangtai Stainless Steel Cladding Pipe is the largest stainless steel pipe in Asia, and the energy-saving and noise-free contactor produced by Yusheng Electric Appliance Co., Ltd. is the key scientific and technological promotion achievement of the ninth Five-Year Plan, and the agricultural new technology research and development center has high-tech products. There are "Riheng" brand air conditioners, "Enjoying" brand automatic water heaters, "Jetta" quick-connect fittings and "Hengtai" fatty acid and lipid products, all of which are high-tech products. The high-tech zone has formed an industrial framework focusing on new materials, transportation equipment, electronics and biopharmaceuticals, and the total income from technology, industry and trade has exceeded 520 million yuan.

In the construction of hard environment, Wu 'an Municipal Party Committee and Municipal Government raised funds of nearly1.70 billion yuan for the construction of infrastructure and supporting facilities in the area, forming a street road network with three vertical and four horizontal lines. The main area basically reached seven connections and one leveling (water supply, sewage, electric power, communication, heat supply, gas supply, road access and flat terrain), and supporting facilities tended to be perfect.

In terms of soft environment construction, Wu 'an Municipal Committee and Municipal Administration have successively issued a series of policy documents, such as "Several Provisions on Accelerating the Construction of High-tech Zones", which have made preferential treatment in terms of project entry, planning and construction, supporting facilities, industrial and commercial management, tax collection and management, etc. For example, if the income tax and industrial and commercial management fee of the project entering the zone are "exempted from two and reduced by three", 50% of the retained value-added tax will be returned to the enterprise within two years; Involving urban construction part of the old change fees, supporting fees, green deposit according to the provisions of the standard of 25% charge; Free management fees for township enterprises, etc., and enhance the inherent attraction of high-tech zones.

In terms of service system construction, the Management Committee of High-tech Zone has set up the Cooperation Bureau, Planning and Construction Land Bureau, Economic Development People's Bureau, and other management institutions. The Finance Branch, Taxation Branch, Planning Branch, Industry and Commerce Branch, Land Branch, Public Security Branch and Labor Branch have recently entered the zone to work, initially achieving "closed management", "open operation" and "one-stop service". In addition, the Municipal Party Committee and the Municipal Government clearly stipulate that, except for the judicial organs to maintain normal social order according to law, no department is allowed to engage in inspection, appraisal, acceptance, fee apportionment and other activities in enterprises in the zone without the approval of the municipal government, so as to purify the investment environment of the high-tech zone according to the standards of the "Special Zone".

In attracting investment, the leaders of the management Committee are fully aware that project construction is the leader of the development zone. While earnestly summing up the experience and lessons, we actively participated in the project construction and investment attraction, and called on the employees in the whole region to take development as the overall situation, which made the development zone form a good atmosphere of "everyone is an investment environment and everything is related to investment attraction". Here, the municipal party committee and the municipal government reward people with insight and meritorious service, and have specially introduced incentives for attracting investment.
