First, the basic situation of rural passenger transport development in Quanzhou

There are 15 rural passenger lines, 130 vehicles, 5 rural bus lines, 25 vehicles and 355 illegal passenger vehicles. Second, accelerate the development of rural passenger transport favorable conditions

Rural road maintenance funds will be guaranteed, and the state-wide rural road maintenance funds will increase from 4.5 million yuan per year before the reform to 4,365,438+10,000 yuan per year (7,000 yuan/km for county roads, 3,500 yuan/km for township roads and 65,438+10,000 yuan/km for village roads), which provides a guarantee for accelerating the development of rural passenger transport and ensuring the smooth flow of rural roads.

(4) Conditions for developing rural passenger transport. The pace of building a new socialist countryside has been accelerated, and the material, living and cultural levels of farmers have been further improved. Second, among the 3,372,278,000 people in Quanzhou, the rural population is 3,054,300, accounting for 90.57% of the total population, and the vast rural population has huge travel needs; Third, GJ will increase investment in rural roads and other infrastructure, and the basic conditions for farmers to travel will be improved year by year; Fourth, the adjustment of agricultural industrial structure, the development of rural economy and the increase of farmers' demand for going out.

(V) The management of rural passenger transport market has been further standardized. Conscientiously implement the spirit of the Implementation Plan for Strengthening Road Traffic Management and Developing Rural Passenger Transport in Wenshan Prefecture (No.86 [20xx]) of the People's Government of the State, and combine the achievements and experiences of Qiubei County in the development of rural passenger transport market and road traffic safety management in recent years, adhere to the coordinated development of people, vehicles and roads, and simultaneously develop roads, stations, transportation, management and safety, so as to further improve the rural passenger transport network in Quanzhou and serve rural passenger transport. At the same time, actively explore the introduction and support of strong and qualified individual transport industry to enter the rural passenger transport market, so that the broad masses of rural people can get benefits. Constantly strengthen the construction of transportation administration team, focus on enhancing service awareness, improve service efficiency, service quality and service level, continuously intensify the crackdown on illegal passenger transport, protect the legitimate rights and interests of legitimate operators, and maintain the orderly and healthy development of rural passenger transport market.

(6) Pay close attention to * * * management, and strengthen the safety management of rural passenger transport. Party committees, governments and relevant departments at all levels attach great importance to the safety management of rural road transport, formulate a series of measures and methods to strengthen the safety management of rural passenger transport, and sign letters of responsibility at different levels. Strict management of rural passenger transport vehicles, vehicles engaged in rural passenger transport must meet the standards stipulated by GJ, to prevent illegal passenger transport vehicles, scrapped vehicles and other vehicles whose safety and technical conditions can not meet the requirements from entering the rural passenger transport market, so as to achieve standardized operation and safe operation.

Third, the constraints on the development of rural passenger transport

(A) Quanzhou's overall transportation infrastructure is still relatively backward. Among the 23,086.47 kilometers of highways in the whole state, according to administrative levels, there are 305 kilometers of national highways, 398.32 kilometers of general national highways, 630.722 kilometers of provincial highways, 4,333.063 kilometers of county roads, 4,939.008 kilometers of township roads, 524.65 kilometers of dedicated roads and village roads12177. The task of transportation infrastructure construction is very heavy. Especially in rural areas and village roads, roads are unblocked and rainy, roads are closed to traffic, and roads and bridges are blocked. The basic conditions for people to travel have not been completely solved.

(2) Rural highway construction is short of funds, and local facilities are difficult. At present, the subsidy funds for two-way projects implemented by GJ are limited. GJ of Tongda Project is subsidized by 654.38+10,000 yuan per kilometer, and GJ of Smooth Project is subsidized by 400,000 yuan per kilometer. Because eight counties in our state are all key counties in GJ's poverty alleviation and development work, there are great difficulties in local matching funds. In addition, the complex geology and topography of rural highway construction has led to a large amount of engineering, and the prices of civil explosives and asphalt have risen sharply. It will cost 700,000-800,000 yuan to build a 1km four-level oil road or cement road, and 450,000-550,000 yuan to build a 1km four-level block macadam road.

(3) Preferential policies for rural passenger transport are difficult to solve. Rural passenger transport: first, the road grade is low and the operating cost is high; Second, due to factors such as seasons and fairs, the passenger flow is small; Third, illegal operation is widespread, and legal passenger transport lacks competitiveness; Fourth, there are problems in organization and guidance, and there is not enough research on opening up the rural passenger transport market. Our state actively strives for preferential policies for rural passenger transport tax reduction and exemption from the province. Except for Qiubei County, a pilot county in the province, which enjoys some preferential policies, it has not been approved by the province so far, resulting in the failure to implement the tax reduction and exemption work, the lack of competitive advantage of legal rural passenger transport, and illegal business operations are still widespread.

(D) The construction of rural passenger stations lags behind and the utilization rate is low. Due to the small rural passenger flow and low economic benefits, the operating cost of rural passenger stations is 4% of the daily bus fare, and the wages of station staff are not enough. It is difficult to manage, and it is difficult to implement the management of entering the station and returning people to the destination, and it is difficult to check the safety of rural passenger transport, which leads to the failure of some built passenger stations to operate normally. At the same time, the rural passenger station GJ and the provincial subsidy construction funds are limited, each passenger station subsidizes 300,000 yuan, while the construction of a rural passenger station needs to invest 8 million ~10.3 million yuan. Since 20xx, 58 rural passenger station construction projects have been issued, and only 23 have been completed, which is lagging behind. In addition to land acquisition compensation, the construction-related costs are high, and the coordination of land in some towns and villages is stagnant, which leads to the lag in the construction of rural passenger stations.

(5) It is difficult to crack down on illegal passenger transport. At present, there are 6,373 illegally operated passenger vehicles in Quanzhou, including minibus 1 1, minibus 1324, car1/2, 988 three-wheeled motorcycles and 65,438 two-wheeled motorcycles with double rows of seats. There are 347 agricultural vehicles, tractors 1 19 1 vehicle, 70% are used cars, 25% are not transferred, and 6488 people are engaged in illegal operation. Engaged in illegal operation for a long time after the road network from county to township and rural areas has formed a certain scale.

Harm of illegal operation:

1. Road transportation and the safety of people's lives and property cannot be guaranteed. During the investigation, it was found that the insurance coverage of illegally operated vehicles was generally insufficient for passengers, and only the third party liability insurance was insured. Even vehicles covered by passenger insurance only cover 20 thousand yuan per seat, and agricultural vehicles are basically unable to pay. Once a traffic accident happens, the risk repayment ability is weak. If the carrier dies, no one will bear civil liability after the accident, resulting in social instability.

2. Due to the large area of rural passenger transport market and complex lines, Quanzhou Transportation Management Department has only 129 management personnel, so it is difficult to implement comprehensive and in-depth supervision of Quanzhou road transport market. There are illegal passenger transport in different areas and different routes in Quanzhou, which is difficult to rectify, and the management of rural passenger transport market has a long way to go.

3. The licenses of illegal operators are not uniform, basically they have not received professional passenger transport qualification training, and they don't know enough about passenger transport operation knowledge. The technical performance of the vehicle is poor, and it is not regularly maintained and tested after running, and it runs with illness. Due to the long-term lack of effective organization and management, it is difficult to effectively supervise and monitor the operation behavior, speeding, overloading and rushing to the meeting, and the safety is not guaranteed.

4. Illegal operation leads to the increase of unstable factors. Due to illegal operation, low-cost operation, evading various taxes and fees, paying a premium in operation, pricing without authorization, driving up freight rates when customers are good, and lowering prices when customers are poor, they often compete with legally operated passenger lines on the main line and hotline, and disputes often occur. Normal passenger lines are stopped for many times, forming group visits, disrupting the normal passenger operation order, damaging the legitimate rights and interests of passengers, and leading to an increase in unstable factors.

5. Road passenger transport industry is a high-risk industry, and the illegal operation of vehicles is unable to bear the consequences of traffic accidents, which often leads operators to make money. The situation of government in Dai Xiao not only endangers the safety of passengers' lives and property, but also gives heavy administrative responsibility to government functional departments at all levels to investigate risks. According to statistics, during the three years from 20xx to 20xx, there were 2 18 illegal passenger traffic accidents such as self-use cars, agricultural vehicles, tractors and low-speed trucks in rural road networks, with 47 people killed/kloc-0 and 304 injured, resulting in economic losses of more than 5.3 million yuan. 6. Historical reasons make the management of passenger transport enterprises more difficult. The first is the property right factor of passenger cars. In the process of operation, operators pursue the maximization of economic benefits, ignoring social benefits, making it difficult to get off the train, taking advantage of short-distance operation and legal passenger transport, and the contradiction between supply and demand is prominent; Second, individual drivers speculate on the right to operate passenger trains without authorization, which leads to the increase of unstable factors in the passenger transport market. 90% of individuals are affiliated with the company to operate vehicles, mainly for the company's line management rights, and contracted to operate according to the shift line. 10 has remained unchanged for many years. In these lines, exclusive operation is formed, and when a little other vehicles participate in the operation, they stop working and stop running. As a result, the management of the company has become inadequate, which has triggered the speculation of the right to operate the line. The operating cost of township buses increased from 654.38+10,000 yuan to 300,000 yuan, cross-county buses increased from 654.38+10,000 yuan to 600,000 yuan, and inter-provincial buses increased from 800,000 yuan to 654.38 yuan. Third, the management system and mechanism of passenger transport enterprises are restricted.

Fourth, policies and measures to develop rural passenger transport.

(1) Increase capital investment to improve rural road traffic conditions. Do a good job in the construction of rural highway access and unobstructed projects, actively strive for projects and funds in accordance with the principles of multi-standard grades, diversified pavements, multi-form structures and multi-channel financing, and complete the construction tasks of Tongxiang oil road 67 1.3 km and administrative village road 1 180 km on time and in good quality, so as to strive to realize Tongxiang oil road and administrative village road in Quanzhou at the end of the Eleventh Five-Year Plan.

(2) Improve the riding conditions and do a good job in the construction of rural passenger stations. Summarize the experience of popularizing Qiubei and actively explore the effective ways of road, station, transportation, management and safety. The construction of rural passenger stations needs to diversify investment subjects, adjust standards according to local conditions, diversify forms and raise funds through multiple channels. According to the local economic development level and the scale of passenger flow, and in line with the principle of meeting the demand, the site scale is determined, and rural passenger stations, spots and kiosks suitable for mass travel are built. Strive to complete the construction tasks of 58 rural passenger stations, and strive to complete the construction goals of township passenger stations in the last two years of the Eleventh Five-Year Plan.

(3) Accelerate the reform of management and maintenance to ensure the safety and smoothness of rural roads. On the basis of summarizing and popularizing the pilot work experience of rural highway management and maintenance system reform, according to the requirements of the Notice of the People's Government of Prefecture on Printing and Distributing the Implementation Plan of Wenshan Rural Highway Management and Maintenance System Reform, speed up the reform, manage and make good use of rural highway maintenance funds, overcome the concept of neglecting management and maintenance in the past reconstruction, and firmly establish the new concept that construction is development, maintenance is development and sustainable development.

Vehicles engaged in rural passenger transport are given preferential treatment in terms of vehicle and vessel use tax, road maintenance fee, transportation management fee and passenger surcharge. Rural passenger transport enjoys the same preferential policies as urban public transport in accordance with the principle of giving more, taking less and letting go.

(six) pay close attention to the construction of rural road traffic safety prevention and control system. Unify the strength of public security, transportation, agriculture, safety supervision, full-time and part-time coordinators, grass-roots supervisors and voluntary coordinators, give full play to the overall synergy, improve the rural road traffic safety management model, expand the management coverage, and effectively prevent rural roads from leaking and oversight. Promote Qiubei's experience, further establish and improve the "one-to-one, one-to-one" supervision mode, establish a list of rural passenger motor vehicles and drivers in accordance with the household registration management measures, implement one car for one file, and fully implement the supervision of rural passenger drivers. Public security departments should further strengthen the source management of passenger motor vehicles and drivers, strengthen the patrol control of rural roads, severely investigate and crack down on serious traffic violations such as low-speed trucks, tractors carrying people illegally, driving without a license, and driving without a license, and strictly inspect vehicles to prevent scrapped vehicles from flowing into rural areas. The transportation department should further strengthen the supervision of passenger transport enterprises, urge passenger transport enterprises to implement the main responsibility, and at the same time intensify the crackdown on illegal business practices in conjunction with the public security traffic control department to create a harmonious and safe rural passenger transport environment.

(seven) to strengthen organizational leadership, accelerate the development of rural passenger transport, to solve the difficulties of farmers travel.
