It is not only an important way to realize good law and good governance, but also an important means to protect people's legitimate rights and interests. It involves political, economic, social, cultural, ecological and other fields, involves the vital interests of various market players and the people, and directly affects China's good national image in the international arena. To do a good job of administrative law enforcement in the new period and new journey, we must firmly grasp the characteristics and essential requirements of China's modernization, constantly strengthen administrative law enforcement on the road of China's modernization, and comprehensively promote strict, standardized, fair and civilized law enforcement.

We will improve the system for administrative law enforcement organs to handle people's complaints and reports, explore the establishment and improvement of a mechanism for handling major administrative law enforcement incidents according to law, explore the evaluation of people's satisfaction with administrative law enforcement, and regard people's dissatisfaction as an important indicator for evaluating administrative law enforcement, so that the people can see integrity from every law enforcement act and feel fairness and justice from every law enforcement decision.

Achieving high-quality development is one of the essential requirements of China's modernization. In the new era, administrative law enforcement should give full play to the role of the rule of law in ensuring high-quality economic and social development, promote inclusive and prudent supervision, protect the legitimate rights and interests of various market entities according to law, and constantly optimize the business environment. Adhere to the statutory duties, the law cannot be authorized, pay attention to the thinking of law enforcement cooperation, power restriction and procedural legitimacy, and widely use persuasion and education, persuasion and demonstration, warning and guidance interviews, and strive to achieve the combination of leniency and severity with jurisprudence. In accordance with the requirements of the Party Central Committee of "preventing epidemic, stabilizing economy and ensuring development", we should keep the bottom line of the rule of law, reasonably protect the legitimate rights and interests of enterprises and the masses according to law, and realize the refinement, humanization and standardization of law enforcement, so that the people and law enforcement counterparts can feel the temperature of law enforcement and avoid falling into the Tacitus trap, so that law enforcement posts can retain the hearts of the people.
-We must adhere to the policy of "governing the country must govern the border areas, and the border areas must be stabilized first" and continue to lay a solid foundation for administrative law enforcement in Tibet and other border areas in the new era. Chinese-style modernization is the affluent modernization of all China people. Counterpart support for Tibet is a major strategic decision made by the CPC Central Committee from the overall situation of the work of the party and the state. Tibet is an important national security barrier, an important ecological security barrier and an important strategic resource reserve base. At the same time, Tibet's economic and social development is relatively backward, and various human resources are relatively scarce. In particular, the foundation of building a government ruled by law is still relatively weak, and the level of grassroots law enforcement ability is generally not high. To implement the Party's general plan of governing Tibet in the new era and the four major events of "stability, development, ecology and strengthening the border", it is necessary to further strengthen the construction of the government ruled by law in Tibet and other border areas and lay a solid foundation for administrative law enforcement. Central units and places with counterpart support tasks should focus on strengthening professional guidance and support for Tibet's administrative law enforcement, especially increasing investment in law enforcement infrastructure, promoting the training mechanism of rule of law talents in the new era, and building a comprehensive management and supervision information system for intelligent law enforcement and administrative law enforcement that is in line with Tibet's reality, so as to provide a solid guarantee for Tibet's leap-forward development and long-term stability.
