2. How long does it take to complete the whole process? How long will it take for the enterprise to unseal?

Enterprises applying for resumption of work and production must strictly implement the "one enterprise, one plan" for epidemic prevention and control, and the epidemic prevention and control plan shall be reported to the local district or street town/park for review, and the unsealing time shall depend on the specific review.

3. Enterprises need employees to return to their posts when they resume work and production. How to handle employees' electronic return pass?

In order to steadily promote enterprises to resume work and production, and strengthen the health management of those who return to work in enterprises that resume work and production, the Municipal Big Data Center launched the "E-Pass for Returned Workers" (referred to as "Resume Work Permit") on the "Code with Application" page.

Employees who are included in the white list of enterprises that have resumed work and production in Shanghai and are not positive within 7 days of their building can apply for a "certificate of resumption of work". Eligible enterprises apply to the relevant departments in their respective districts.

4. How can employees smoothly return to work from the community?

The "Return to Work Certificate" integrates information such as identity certificate, work certificate, white list enterprise certificate and 48-hour nucleic acid test report. Returned personnel should contact their village committee, open the "Application Code" and select "Resume Work Permit" to "show the certificate". According to the relevant requirements of epidemic prevention and control in the city, after checking the ID card and "certificate of returning to work" and other supporting materials, the neighborhood committee confirms that the building where they live is not positive within 7 days, and can be released if the antigen test is negative on site, and make a good registration.

5. How to solve the problems of transportation and inter-provincial logistics when enterprises resume work and production?

According to the freight demand of enterprises, local and inter-provincial freight vehicle passes were issued, and electronic passes were launched on the "with the bid" to facilitate real-time verification by traffic control departments.

According to the actual demand, the enterprise applies to the district or group where it is located to apply for the pass inside and outside the city, and generates the vehicle electronic pass on the "with the bid" after examination, so as to realize the functions of dynamically checking personal information, nucleic acid antigen information and route information, improve the inspection convenience and enhance regional mutual trust. At present, a special inter-provincial work class has been formed around industries with high logistics demand, such as automobiles and chemicals. Inter-provincial production materials transfer stations have also been set up to open regional production materials transportation channels on the premise of epidemic prevention and safety.

6. How can an enterprise apply for the Key Materials Transport Vehicle Pass? Where to apply?

Enterprises can download and fill in the application form of Vehicle Pass for Transportation of Key Materials by themselves, together with relevant application materials, and submit it to the relevant competent authorities by e-mail for inter-provincial transportation.

For example, the application materials and enterprise commitment letters of business materials and living materials enterprises are submitted to the Municipal Commission of Commerce or the district commerce department; Enterprises producing or selling medical and pharmaceutical materials or their carriers must log on to the portal website of Shanghai Municipal Health and Wellness Committee to download the application form of Vehicle Pass for Transportation of Key Materials. Energy enterprises are classified according to urban gas enterprises and other energy supply enterprises, and submitted to Shanghai Housing and Urban-Rural Construction Management Committee and Development and Reform Commission respectively.

After approval, the information of enterprises, vehicles and drivers will be included in the white list information base, and the white list will be dynamically adjusted.

Enterprise drivers included in the whitelist can apply for the Key Materials Transport Vehicle Pass for each transport task through the bidding terminal APP or the bidding applet of WeChat and Alipay. In line with the conditions, the city's electronic "Key Materials Transport Vehicle Pass" will be generated, and the PDF version of the national unified model "Key Materials Transport Vehicle Pass" will be generated for printing and use. The electronic certificate and paper certificate have the same effect.

7. Is the Key Materials Transport Vehicle Pass time-sensitive?

The Vehicle Pass for Transportation of Key Materials must be consistent with the vehicle license, and one license can only be used for one transportation route. In strict accordance with the principle of "one person, one vehicle, one license", if the vehicle is engaged in repeated business with the same route, the license can be used repeatedly within the validity period. If the route changes, the driver must cancel the current electronic license before applying for a new license for a new transportation task.

When the driver's health code color is abnormal or the nucleic acid test result exceeds the 48-hour validity period within 48 hours, the Pass will be invalid immediately and needs to be reapplied.
