Declaration conditions

Enterprises applying for the accreditation of high-tech enterprises must meet the accreditation conditions of high-tech enterprises stipulated in Article 11 of the Administrative Measures for the Accreditation of High-tech Enterprises.

An enterprise applying for the name change of high-tech enterprise certificate may go through the name change procedures according to the relevant requirements of the Work Guidelines.

High-tech enterprises that have been recognized by other provinces and cities that have moved into Shanghai as a whole may apply for renewal of the certificate of high-tech enterprises in this Municipality within the validity period according to the relevant requirements of the Work Guidelines.

Identification of high-tech enterprises

The accreditation of high-tech enterprises in this Municipality is carried out by the way of "National High-tech Enterprise Accreditation Management Network" () registering first, the municipal government's "One Network Office" platform () submitting materials online, accepting formal review at the point of acceptance, online expert review, and submitting written materials after the accreditation is publicized.

The enterprise conducts self-evaluation according to the above conditions.

2. Registration

Enterprises that meet the requirements after self-evaluation shall carry out relevant work according to the following different situations:

2. 1, enterprises that have never been registered since 2008 should log in on the National High-tech Enterprise Accreditation Management Work Network (), fill in the Enterprise Registration Form (Work Guide 1) as required, and submit it through the network system.

2.2. Enterprises that have registered in the "National High-tech Enterprise Certification Management Work Network" () since 2008 can directly apply on the "One Network Office" platform of the municipal government (). In case of name change of high-tech enterprises within the validity period, an application for name change of high-tech enterprises should be submitted on "National High-tech Enterprise Recognition Management Network" (), and the application can be re-recognized after being accepted by the Municipal Accreditation Office and data synchronization (see 3.2 Application Procedures for Name Change of High-tech Enterprises for specific procedures).

3. Submit materials online

Applicants who participate in the identification of high-tech enterprises shall uniformly fill in the Application for the Identification of High-tech Enterprises. Fill in the form: enter "by department" in the platform of "One Netcom Office" of the municipal government () -> "Shanghai Science and Technology Commission"->; "Identification of High-tech Enterprises"->; "Deal with it immediately" -> "Identification", log in and fill in the Application for Identification of High-tech Enterprises by using the USB Key (the information in the USB Key”(USB Key kept up-to-date), and submit the following application materials through the network system:

3. 1, Application for Identification of High-tech Enterprises (the application is submitted online, printed, signed by the legal representative, stamped with the official seal of the enterprise, scanned in color and uploaded to other supporting materials);

3.2, intellectual property related materials

Intellectual property certificate (authorized invention patent, utility model, design, software copyright, integrated circuit layout design and new plant variety declaration system can be directly identified, and enterprises do not need to upload certificates; New drug certificates and other intellectual property rights need to upload relevant certificates or authorization notices and payment receipts) and certification materials reflecting the technical level, and participate in the formulation of standards;

Proof of scientific research project establishment (acceptance or conclusion report is required for accepted or concluded projects);

Research and development organization and management (specific description of the overall situation and the four indicators) and other related materials;

3.3, enterprise high-tech products (services) the specific description of the key technologies and technical indicators, the relevant production approval, certification and qualification certificate, product quality inspection report and other materials;

3.4. Explanatory materials on the research and development expenses of the enterprise in the last three fiscal years (if the actual service life is less than three years, the same below), the special audit or verification report on the income of high-tech products (services) in the last fiscal year, and the research and development activities, accounting of research and development expenses and auxiliary accounting accounts issued by qualified intermediaries that meet the relevant conditions of these Work Guidelines;

3.5. Financial and accounting reports (including accounting statements, notes to accounting statements, etc.) of the enterprise in the last three fiscal years verified by qualified intermediary agencies;

3.6. Annual tax returns of enterprise income tax in the last three fiscal years (including main tables and tables).

For classified enterprises, the application materials for identifying high-tech enterprises shall be declassified to ensure the security of classified information.

Enterprises in strict accordance with the following standards (for relevant information, please refer to the public information of their industry associations), choose accounting firms or tax agents and other intermediaries to conduct special audits on research and development expenses and income from high-tech products (and services).

(1) has independent practice qualification, has been established for more than three years, and has no bad record in the last three years.

(2) The number of certified public accountants or tax agents who undertake the certification work in that year accounts for not less than 30% of the annual average monthly number of employees, and the annual average monthly number of employees is more than 20.

(3) Relevant personnel should have good professional ethics, understand the national policies on science, technology, economy and industry, and be familiar with the relevant requirements for the identification of high-tech enterprises.

Who meet the above conditions and issue relevant special audit reports for enterprises in this city, such as accounting firms or tax agents, should submit the relevant certification materials such as Chinese business license (photocopy), copy of practicing certificate, average number of employees and number of certified public accountants in the whole year at the same time as submitting the special audit report, and fill in the information such as auditor's certificate number in the application form.

4. Acceptance and review

After the applicant is formally submitted online, it can be accepted by each acceptance point (see 1 for specific contact information), and the online receipt work can be completed after the application materials are confirmed to be complete and true through examination; After accepting the application materials, high-level audit institutions will classify the application materials of enterprises according to technical fields and organize relevant experts to carry out online review.

5. Confirmation and filing

After the expert review, the high-level audit institutions shall, in combination with the review opinions of the expert group, conduct a comprehensive review of the application materials of the applicant enterprises (on-the-spot verification of some enterprises as appropriate) and put forward preliminary audit opinions.

The audit opinion shall be reported to the municipal certification office for the record by the high-level audit institution. To meet the requirements of the applicant, the Shanghai High-tech Enterprise Accreditation Steering Group will publicize it after examination and approval, and report it to the Office of the National High-tech Enterprise Accreditation Leading Group for formal filing.

6. Public announcement

The list of enterprises that have been certified for filing shall be publicized in "Shanghai Science and Technology" and "High-tech Enterprise Certification Management Network" 10 working days. If there is no objection to the publicity, after being put on record and approved by the Office of the National Leading Group for the Identification of High-tech Enterprises, the Municipal Identification Steering Group will publish the list of high-tech enterprises, and issue a uniformly printed "High-tech Enterprise Certificate" (stamped with the seals of the Municipal Science and Technology Commission, the Municipal Finance Bureau and the Municipal Taxation Bureau) to the passing enterprises, and the time of identification will be subject to the national publicity time, and the list of passing enterprises will be announced on the Shanghai Science and Technology Network and the Management Network for the Identification of High-tech Enterprises.

Enterprises that have objections to publicity must submit a review to the high-level audit institution in written form, and the high-level audit institution and the municipal accreditation office jointly organize the verification and handling work.

7. Submit written materials offline

Within 10 working days after the publication of the approved enterprise document, the application form for the recognition of high-tech enterprises and related books will be bound (the electronic text is consistent with the written text) and a complete written application material will be submitted to the acceptance point.

8. Supervision after the event

The municipal accreditation office shall, in accordance with the Measures for the Administration of Accreditation of High-tech Enterprises, conduct random checks and special inspections on high-tech enterprises in conjunction with the audit institutions in a certain proportion.

Application procedures for renaming high-tech enterprises

If an enterprise logs on the "National High-tech Enterprise Accreditation Management Network" () and applies for renaming, it only changes its name, which does not involve major changes, and meets the accreditation conditions of high-tech enterprises, the accreditation office will publicize it in "Shanghai Science and Technology Network" 10 working days, and if there is no objection, the accreditation office will reissue the accreditation certificate with the same number and validity period.

The application procedures for the overall relocation of high-tech enterprises have been identified.

1, other provinces and cities have recognized that high-tech enterprises have moved to Shanghai as a whole to apply for replacement.

After obtaining the business license issued by the market supervision department of this Municipality, the high-tech enterprises that have moved in from other places log on to the "National High-tech Enterprise Accreditation Management Network" (), submit the High-tech Enterprise Certificate within the validity period and the relevant certification materials issued by the registration and management authorities of this Municipality for industry and commerce, and complete the overall migration, the accreditation office will issue a new high-tech enterprise certificate to the enterprise, and its high-tech enterprise qualification and the High-tech Enterprise Certificate will remain valid, with the number and validity period unchanged.

2, the city has identified high-tech enterprises to transfer applications.

The enterprise submits an application for regional migration in the declaration system (/stcsm/userLogin.jsp), explains the reasons for the application change, and uploads a PDF file that can prove that the tax has been transferred to the area, and the immigration operation is completed after the acceptance point of the immigration area (park) approves it. Virtual registered units are not encouraged to migrate in order to obtain subsidies.
