Pre-approval means that some special website contents need to be filed with relevant departments when filing, and the filing number can only be obtained after approval by relevant departments.
There are too many pre-approval procedures, which greatly increase the opening cost of commercial subjects and dampen commercial confidence. Taking catering as an example, if commercial subjects want to engage in catering services, they must rent the venue in advance and decorate it. Only when the kitchen facilities and sanitary conditions meet the requirements of the health department can you apply for a hygiene license. After the health permit is processed, you have to go through various formalities such as business license and tax registration certificate, and you can start business only after everything is ready. During this period, it is undoubtedly a huge waste for commercial entities to pay all kinds of expenses of the store in an unprofitable state. Therefore, China should learn from the experience of Britain and other countries, and move some less important pre-approval to the back for post-approval, so as to improve efficiency and promote simple and quick transactions.
At present, the websites involved in pre-approval include: publishing, bulletin board service, radio, film and television programs, education, culture, news, medicines and medical devices, and medical treatment. Publishing needs to apply to the Provincial Press and Publication Bureau, bulletin board service needs to apply to the Provincial Communications Administration, radio, film and television programs need to apply to the Provincial Radio, Film and Television Bureau, education needs to apply to the Provincial Department of Education, culture needs to apply to the local Provincial Department of Culture, news needs to apply to the Information Office of the Provincial People's Government, drugs and medical devices need to apply to the provincial US Food and Drug Administration, and medical needs to apply to the local Provincial Health Department.
