In order to do a good job in ensuring the livelihood of the unemployed in our province, according to the spirit of Notice of General Office of Ministry of Human Resources and Social Security on Doing a Good Job in Unemployment Allowance and Temporary Living Allowance and Notice of Henan Provincial Department of Finance and Henan Provincial State Taxation Bureau, Henan Provincial Taxation Bureau's Opinions on Doing a Good Job in Stabilizing Unemployment Insurance and Improving Skills to Prevent Unemployment (No.5 [2022] of the People's Social Security Bureau), combined with the current supporting capacity of the unemployment insurance fund in our province, it is decided to distribute unemployment allowance and temporary living allowance in stages through research. The relevant matters are hereby notified as follows:
I. Scope of protection
The coverage is from June 65438+1 October1to June 65438+February 3 1 newly insured unemployed persons in 2022. Among them, the object of unemployment relief is the unemployed who are unemployed after receiving unemployment insurance benefits, and the insured unemployed who do not meet the conditions for receiving unemployment insurance benefits (that is, the labor relationship is terminated due to my own reasons or the insurance payment is dissatisfied 1 year); Temporary living allowance is paid to unemployed migrant workers who have been insured for less than 1 year.
Second, the distribution standard
(1) Unemployment benefits: you can apply for 6 months, and pay them monthly from the month after approval. If the insured unemployed person pays 1 year or more (inclusive), it will be paid according to 360 yuan/month; After 6 months, if the insured payment is less than 1 year, it shall be calculated as 260 yuan/month; If the insured payment is less than 6 months or the unemployment insurance payment expires and is still unemployed, it will be paid by 180 yuan/month.
(2) Temporary living allowance: you can apply for 3 months and pay it monthly from the month after approval. Issued in 260 yuan/month.
Third, the application method
Fully implement the "full-process online processing mode". Eligible insured unemployed persons can use the National Social Insurance Service Platform (), Henan Social Security Online Service Platform (http//:222.143.34.121), WeChat or Alipay "Electronic Social Security Card" applet, and. For the insured unemployed who have difficulty applying online, they can go to the nearest unemployment insurance agency offline. The handling audit shall be completed within 5 working days.
Four. Related matters
(a) in 2022, unemployment benefits and temporary living allowances shall not be enjoyed repeatedly, and other benefits of unemployment insurance shall not be enjoyed during the period of receiving them. For those who have enjoyed unemployment relief or temporary living allowance in the early stage, if they are re-employed or re-unemployed, the treatment will be calculated according to the actual payment months after re-insurance.
(two) unemployment benefits and temporary living allowances should be applied for at the last insured place. Cross-regional resettlement personnel, who receive unemployment insurance benefits in the transfer place and meet the conditions for applying for unemployment benefits, shall be examined and issued by the transfer agency according to the regulations. You may not apply for relocation during the period of receiving unemployment benefits.
(3) Those who have been re-employed or are enjoying pension insurance benefits at the time of application will not be reissued.

Focus on checking and standardizing units suspected of fictional labor relations to defraud treatment with a large proportion and high frequency. Those who are found to have cheated in violation of regulations will be severely punished, and will be included in the list of serious untrustworthy people in the social security field for punishment, so as to effectively safeguard the security of the fund.
(4) Respond to the concerns of the masses. Improve the comprehensive service handling capacity, and designate special personnel to deal with difficult and sensitive problems encountered in the work in time.
