The new social security policy in Hangzhou stipulates that small and medium-sized enterprises can be exempted from paying social security fees for five months. Enterprises that are affected by the epidemic and have difficulties in production may apply for deferred payment of social security for a maximum of 6 months. Moreover, during the period of social security fee reduction, the social security benefits of the insured will not be affected. In terms of application method, when the insured unit declares and pays the social security fee to the tax authorities, it can automatically calculate and directly deduct the payable amount without additional application. According to different types of enterprises, the social security fee reduction standards and implementation periods of various types of insurance are also different. From February to April (ownership period, the same below), the monthly payment of basic old-age insurance, unemployment insurance and work-related injury insurance for large enterprises will be halved, and the monthly payment of basic medical insurance for employees (including maternity insurance, the same below) will be halved. The basic old-age insurance, unemployment insurance and work-related injury insurance for employees of small and medium-sized enterprises will be exempted from payment in February-June, and the basic medical insurance for employees will be paid by half in the same month. Private non-enterprise units and social organizations participating in the basic old-age insurance for enterprise employees shall be implemented with reference to the standards for the reduction and exemption of large enterprises; Individual industrial and commercial households insured by the unit refer to small and medium-sized enterprises for relief standards.

Legal basis: Article 58 of People's Republic of China (PRC) Social Insurance Law. The employing unit shall handle social insurance registration for employees within 30 days from the date of employment. If the social insurance has not been registered, the social insurance agency shall verify the social insurance premium it should pay. Employees-free individual industrial and commercial households who voluntarily participate in social insurance, part-time employees who do not participate in social insurance in the employing unit and other flexible employees shall apply to the social insurance agency for social insurance registration. The state establishes a national unified personal social security number. Personal social security number is a citizen's identity number.
