The internal security work of a unit shall focus on protecting the personal safety of its personnel, and the unit shall not neglect personal safety on the grounds of economic interests, property safety or any other excuse.

The public security department of the State Council guides and supervises the internal security work of national units, and the relevant departments of the State Council, which have supervisory responsibilities for industries and systems, guide and inspect the internal security work of their own industries and systems; The public security organs of the local people's governments at or above the county level shall guide and supervise the internal security work of the units within their respective administrative areas, and the relevant departments of the local people's governments at or above the county level, which are responsible for the supervision of industries and systems, shall guide and inspect the internal security work of the units within their respective administrative areas, and timely solve the outstanding problems in the internal security work of the units.
Article 4
The local people's governments at or above the county level shall strengthen their leadership over the internal security work of units within their administrative areas, urge public security organs and relevant departments to perform their duties according to law, and coordinate and solve major problems in the internal security work of units in a timely manner.
Article 5
The main person in charge of the unit is responsible for the internal security work of the unit.
Article 6
Units shall, according to the needs of internal public security work, set up public security institutions or be equipped with full-time and part-time public security personnel.
Key units of public security shall set up public security institutions suitable for public security tasks, be equipped with full-time public security personnel, and report the establishment and staffing of public security institutions to the competent public security organs for the record.
Article 7
The requirements for internal safety work of the unit are:
1, with internal public security system, measures and necessary public security prevention facilities adapted to the specific conditions of the unit.
2, check the security situation within the scope of the unit, protect the important parts, timely investigation of security risks.
3. Deal with the hidden dangers and problems of public security within the scope of this unit in a timely manner, and deal with cases of public security and suspected criminal offences in a timely manner.
Article 8
The internal security system formulated by the unit shall include the following contents:
1, guard, on duty, inspection system
2, work, production, management, teaching, scientific research and other places of safety management system.
3, cash, bills, seals, securities and other important items use, storage, storage, transportation safety management system.
4, the unit internal fire, traffic safety management system
5, public safety education and training system
6, the unit internal security cases and suspected criminal cases reporting system.
7, public security work inspection, assessment and reward and punishment system
8. Units that store explosive, flammable, radioactive, toxic, infectious and corrosive dangerous goods and infectious strains, viruses, weapons and ammunition shall also have corresponding safety management systems.
9. Other relevant public security systems
The internal security system formulated by the unit shall not conflict with the provisions of laws, regulations and rules.
Article 9
The internal security personnel of the unit shall accept the training and assessment of relevant legal knowledge, public security business, skills and related professional knowledge.
Article 10
The internal security personnel of the unit shall perform their duties in accordance with the law and in a civilized manner, and shall not infringe upon the legitimate rights and interests of others. The behavior of public security personnel in performing their duties according to law is protected by law.
Article 11
The internal security agencies and security personnel of the unit shall perform the following duties:
1, carry out public security publicity and education, and implement the internal public security system and public security preventive measures of this unit.
2, according to the need, check the documents of personnel entering the unit, and register the goods and vehicles in and out.
3. Conduct security patrol and inspection within the scope of the unit, and establish patrol, inspection and rectification records of security risks.
4. Maintain the internal security order of the unit, stop the illegal acts in the unit, report to the police immediately for the illegal acts, public security cases and suspected criminal cases that are difficult to stop, and take measures to protect the scene and cooperate with the investigation and disposal work of the public security organs.
5. Supervise the construction and maintenance of internal safety facilities.
Article 12
Personnel within the management scope of the unit shall abide by the internal security system of the unit.
Article 13
Units related to the national economy and people's livelihood, national security and public safety in the whole country or in the region are key units for public security. Key units of public security shall be proposed by the public security organs of local people's governments at or above the county level according to the following scope and reported to the people's governments at the corresponding levels for determination:
1, radio stations, television stations, news agencies and other important news organizations.
2, airports, ports, large stations and other important transportation hubs.
3, the development of important products of national defense science and technology industry, production units
4, telecommunications, postal services, financial institutions
5. Large energy and power facilities, water conservancy facilities and urban water, electricity, gas and heat supply facilities.
6, large material reserve units and large commercial centers
7, education, scientific research, medical institutions and large cultural and sports venues.
8, museums, archives and key cultural relics protection units
9, research, production, sale, storage of dangerous goods or experiment, preservation of infectious bacteria and viruses.
10, national key construction project unit

Key units.
Key units of public security shall abide by the general provisions of these regulations on public security work of units and the special provisions on key units of public security.
Article 14
Key units of public safety shall determine the important parts of their own public safety, set up necessary technical prevention facilities for important parts in accordance with relevant national standards, and implement key protection.
Article 15
Key units of public security shall, under the guidance of public security organs, formulate plans for handling public security emergencies within their own units and conduct regular drills.
Article 16
The public security organs shall perform the following duties for the internal security work of the units within their respective administrative areas:
(a) to guide the units to formulate and improve the internal public security system, implement public security preventive measures, and guide the construction of public security personnel and public security institutions in key public security units;
(two) to inspect and guide the internal security work of the unit, and to issue a rectification notice in a timely manner and order it to make rectification within a time limit if it is found that the unit has violated the provisions of these regulations or hidden dangers of public security;
(three) received the alarm of public security cases and suspected criminal cases within the unit, and promptly dispatched the police to deal with them according to law.
Article 17
The relevant people's governments, public security organs and relevant departments shall commend and reward the units and individuals that have conscientiously implemented public security preventive measures, strictly implemented the public security work system and made remarkable achievements in the internal public security work of the units.
Article 18
If the public security personnel of the unit are disabled or die due to the performance of public security duties, they shall be given corresponding treatment in accordance with the relevant provisions of the state industrial injury insurance, disability assessment and approval of martyrs.
Article 19
Units in violation of the provisions of this Ordinance, there are security risks, the public security organs shall order rectification within a time limit, and impose a warning; If the unit fails to make rectification within the time limit, causing personal injury to citizens, loss of public or private property, or seriously threatening citizens' personal safety, public or private property safety or public safety, the unit shall be fined 1000 yuan or more 1000 yuan or less, and the main person in charge of the unit and other directly responsible personnel shall be fined more than 5,000 yuan from 500 yuan, and the relevant organizations may be suggested to punish the main person in charge of the unit. If the circumstances are serious enough to constitute a crime, criminal investigation shall be conducted according to law.
Article 20
If the public security personnel of a unit infringe upon the legitimate rights and interests of others while performing their duties, they shall make an apology, and if they cause damage to others, the unit shall be liable for compensation. After compensation, the unit has the right to order the public security personnel who have intentionally or grossly caused the infringement to bear part or all of the compensation expenses; The public security personnel who intentionally or seriously violate their rights shall be punished by their units. The behavior of public security personnel infringing on the legitimate rights and interests of others is instigated or coerced by the person in charge of the unit, and the person in charge of the unit shall be punished according to law and bear the liability for compensation; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.
Article 21
If the public security organ fails to perform its duties according to law after receiving the alarm from the unit, resulting in the loss of citizens' personal property and public property, or other dereliction of duty and abuse of power, the directly responsible person in charge and other directly responsible personnel shall be given administrative sanctions according to law; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.
If the relevant departments of the people's government responsible for the supervision of this industry and this system have dereliction of duty or abuse of power in the process of guiding and inspecting the internal security work of this industry and this system unit, they shall be punished with reference to the provisions of the preceding paragraph.
Article 22
The internal security work of organs and groups shall be implemented with reference to the relevant provisions of these regulations.
The specific provisions on public security work in colleges and universities shall be formulated separately by the State Council.
