I. In fulfilling the duties of the Secretary-General of the CPPCC
Over the past year, in accordance with the requirements of the leading group and chairman's meeting of the CPPCC, and with the purpose of serving the meeting, members, leaders and organs, we have paid attention to grasping and discussing major issues, emphasizing coordination and promoting harmony in our work practice, persisted in handling affairs according to the requirements of institutionalization, standardization and stylization, and made conscientious efforts in decision-making services, comprehensive coordination and supervision, ensuring the orderly operation of the CPPCC work.
Try to play the role of staff assistant. Focusing on the three functions of political consultation, democratic supervision and participation in the discussion of state affairs, we should do a good job in serving the meetings of the CPPCC National Committee, meetings and chairmen's meetings, insist on early thinking, early planning, early research and early arrangement, consider problems as far as possible, make preparations first, and strive to grasp early, carefully, realistically and well, so as to ensure that the work of the CPPCC National Committee is carried out in a planned and step-by-step manner and that the meetings of the CPPCC National Committee are focused on discussion. Take the initiative to strengthen contact with the Party Committee, the National People's Congress, * * *, the general offices of several major teams and the Secretary-General, enhance coordination and cooperation, strive to form a joint force, promote work, and effectively improve the quality and level of decision-making services. In order to promote the implementation of all work in place, we should insist on strengthening supervision and inspection and promoting implementation as an important part of promoting work, ensure the implementation of work in place, and give full play to the role of staff assistant.
Actively coordinate the work of the special committees. At the beginning of the year, the Secretary-General held a liaison meeting with the directors of the special committees to study and dock the annual work arrangements, communicate and coordinate the work of participating in national and regional meetings, meetings hosted by the special committees and investigations and inspections of relevant members, and actively cooperate with the special committees to organize and implement after reaching an agreement. Focusing on the work arrangements of the CPPCC leading group and the chairman's meeting, first, it undertook the drafting of all meeting files, leadership speeches, research reports and conference services; The second is to do a good job in all kinds of regular work, such as information submission, theoretical propaganda, holding cultural meetings and keeping confidential, and strive to improve the quality of work and service level. The third is to do a good job in the work of veteran cadres, conscientiously implement the "two treatments", persist in using holidays to express condolences, visit and visit veteran cadres, and carry out the activities of "send warm, giving love and doing practical things", which have been recognized and praised by retired veteran cadres. Fourth, persist in the work of poverty alleviation focal points. All units at all levels are required to pay attention to studying and grasping the characteristics and laws of the work of CPPCC organs, effectively enhance the initiative and advancement of affairs services, and strive to provide logistics support services for leaders and provide strong guarantees for the normal development of all work in the general office. First, strictly enforce the rules and regulations. In the year of 20xx, various rules, regulations and work responsibilities of newly-built and imported books were carefully revised and improved. In the logistics management, the logistics work was strictly regulated by rules and regulations, and efforts were made to manage people and handle affairs by systems, so that institutionalized management was carried out throughout. Goods procurement, office supplies, vehicle maintenance and fuel consumption should strictly follow the examination and approval procedures, adhere to the level-by-level control, and ensure that all expenses are limited within the permitted scope. The third is to strengthen financial management. Adhere to the system of lump-sum funds, enhance the awareness of saving in various departments, and implement the settlement method of official cards for the staff in the organs, which ensures that the payment behavior of public servants is well documented, effectively plugging the loopholes, and ensuring that the official activities of the organs will not be affected by the shortage of funds. Every important reception work, we should carefully study the reception plan, strictly implement our responsibilities, pay special attention to every detail, ensure safety, enthusiasm and thoughtfulness, and successfully complete the task of receiving Chinese People's Political Consultative Conference and the CPPCC in other provinces and cities throughout the year. Fifth, actively promote infrastructure work. The newly-built office building in 20xx has been put into use on schedule, and the newly renovated office, the reference room and conference center are nearing completion. We will strive to deliver them in the second half of this year. After coordination and efforts, the progress of the dormitory building for government cadres and workers has made new progress.
Third, vigorously strengthen party building in government organs. In terms of ideological construction, in accordance with the requirements of building a learning-oriented CPPCC organ, the study of political theory is put in the first place, and the party branches of the organ actively carry out the activities of "striving for Excellence" in accordance with the requirements of the Party Committee of the autonomous region. At the public commitment meeting, each party branch made a commitment to the Party Committee of the organ, and party member made a commitment to the branch. In terms of organizational construction, we should strengthen the education and training of cadres and strive to improve the political and professional quality of civil servants in the general office. We appointed nine departmental level cadres, promoted and adjusted more than 40 departmental level cadres, which well mobilized the enthusiasm of cadres and workers. In terms of work style construction, the party committees of government organs organized and watched warning educational films on building a clean and honest government, carried out activities such as celebrating the 94th anniversary of the founding of the Party, commended advanced party workers, advanced party branches and outstanding staff members, held literary and artistic activities to celebrate "July 1" and sing about the motherland and the Party's sports meeting for government employees, organized and carried out activities such as a photo exhibition of poems, calligraphy and paintings of the CPPCC system, and organized all government cadres and veteran comrades to attend the annual Spring Festival Gala during the "two sessions" in the whole region. Through various activities, the work style of government officials has changed obviously, which has effectively promoted the construction of harmonious institutions.
Third, self-construction and honesty and self-discipline
Summing up the work in the past year, although some achievements have been made, there are some gaps and shortcomings compared with the requirements of the new situation and new tasks of the CPPCC organizations and organs. First, the study is not comprehensive and systematic, the contradiction between work and study has not been properly handled, and there is a situation in which learning is replaced by doing, and learning is not systematic enough; Second, the quality and level of service for meetings, members, leaders and organs are not high enough; Third, there are many times to set ideas and hand in tasks, and it is not deep enough to study and solve difficult problems.
In view of the above shortcomings, I will seriously improve them in my future work.
