Ilo industrial park land use planning map Luoyang Ilo industrial park (hereinafter referred to as "Ilo industrial park") is the main direction of Luoyang's future urban construction and will develop into a comprehensive new city dominated by industry. At this stage, in order to speed up the development and construction of Yiluo Park and establish a new management system and efficient operation mechanism that is compatible with the socialist market economic system, the following opinions are put forward:

I. Guiding ideology and development goals

Guided by the spirit of the 17th National Congress of the Communist Party of China, we will fully implement Scientific Outlook on Development, actively promote the integration of Luoyang and Yancheng around the strategy of "strengthening the city through industry", vigorously develop advanced manufacturing and high-tech industries according to the requirements of intensive, economical and efficient development, vigorously cultivate characteristic industries and high-growth related industries, form industrial clusters and industrial bases with strong radiation-driven ability, complete supporting facilities, outstanding characteristics and strong regional competitiveness, and strive to build Yiluo Park into a fully functional one.

Second, the regional scope of Ilo Park

Yanshi city Zhuge Town, Licun Town, Dianzhuang Town, Pangcun Town and Koudian Town are included in the Outline of Luoyang City Master Plan (2008-2020), with a total area of about 50 square kilometers.

Third, the organization and authority of Ilo Park

The Management Committee of Yiluo Park is an agency of the municipal government, responsible for the economic development and management in the planning area, and is authorized or entrusted by the municipal government and relevant functional departments to exercise some municipal economic management authority. City industry and commerce, taxation, quality supervision and other relevant functional departments to set up agencies or offices in Yiluo Park.

Iv. main responsibilities of the management Committee of yiluo park

Responsible for the preparation and implementation of relevant planning of the park; Responsible for the management of land development and urban construction in the park; Responsible for formulating the industrial development plan of the park and the conditions for the project to settle in; Responsible for the identification and approval of all new enterprises (projects) within the park; Responsible for the management and service of all kinds of enterprises in the park; Responsible for formulating preferential policies for enterprises in the park; Responsible for organizing the implementation of various scientific and technological projects and scientific and technological research plans; Responsible for the construction of infrastructure such as main roads, water supply and power supply, and the development of public resources, so that the land can meet the conditions of the project, and the infrastructure and project construction should be discussed with the yanshi city Municipal Government; Responsible for attracting investment, introducing technology, talents and advanced management methods, and developing export-oriented economy.

V. Main responsibilities of the yanshi city Municipal Government

Yanshi city Municipal Government continues to exercise its administrative and economic management authority in Zhuge Town and Licun Town (except the management authority authorized or entrusted by Luoyang Municipal Government to the management committee of Yiluo Park). Responsible for the management of administrative, economic and social affairs in the current situation of the park; Strengthen the management of the status quo of open space in the park, and prohibit the phenomenon of unauthorized construction and tree planting; Responsible for land acquisition, demolition, resettlement and the governance of the surrounding environment for the infrastructure and entry projects proposed by the management Committee of Yiluo Park; Assist the Management Committee of Yiluo Park to implement the overall planning, regulatory detailed planning and industrial planning of the park, and prohibit the phenomenon of land grant, land occupation and illegal construction in violation of the planning of the park. When examining and approving infrastructure construction, new projects and rural homesteads within the park, the opinions of the Management Committee of Yiluo Park should be sought; To be responsible for the approval, management and service of enterprises introduced from yanshi city and approved by the management committee of Yiluo Park.

VI. Development mode

According to the idea of "government guidance, enterprise behavior and market-oriented operation", non-operating projects are jointly invested by the municipal government or the beneficiary areas (cities) according to the current construction system, and all operating projects are market-oriented. The recent municipal primary and secondary roads, standardized factories and other infrastructure are financed by the municipal construction investment company in the form of project loan legal person. According to the model of "Management Committee+Company", Luoyang Yiluo Park Construction Investment Co., Ltd. was established. The company belongs to the management committee of Yiluo Park, and the municipal finance injects a certain amount of capital, implements market-oriented operation, and adopts the way of rolling development to gradually develop. The company is mainly responsible for land development, infrastructure construction, public resources development, standardized workshop and supporting facilities construction in the park.

Seven, project access, enterprise registration and facilities construction

1.Investment projects and technical transformation projects of yanshi city and other departments, as well as other new projects, which meet the unified entry conditions, shall be given priority to be settled with the consent of the management committee of Yiluo Park.

2. The newly introduced enterprises in yanshi city are registered with the relevant functional departments in yanshi city. Other newly introduced enterprises, after being audited by the Management Committee of Yiluo Park, are registered in the dispatched offices or offices of relevant municipal functional departments in Yiluo Park.

3. The standardized workshops and supporting facilities of enterprises settled in the standardized workshop area of the park shall be designed and constructed by the management committee of Yiluo Park. Enterprises that design and build standardized workshops and supporting facilities by themselves shall be uniformly audited by the management committee of Yiluo Park. Major projects can implement "one thing, one discussion". Yanshi city independent small park, its standardized plant and supporting facilities construction, shall be borne by yanshi city.

Eight, enterprise management and logistics services

1.The administration and economic and social affairs of enterprises registered in yanshi city in Ilo Park shall be managed by the yanshi city Municipal Government. The yanshi city Municipal Government is responsible for the management of its administrative, economic and social affairs.

2. The management of economic affairs of enterprises registered by the relevant functional departments of the city in Yiluo Park shall be entrusted by the relevant functional departments of the city to the management committee of Yiluo Park, and the management of social affairs shall be the responsibility of the yanshi city Municipal Government.

3. The logistics services and property management of enterprises (including small parks) settled in the standardized factory area of the park shall be uniformly arranged by the management committee of Yiluo Park to provide the most preferential paid services.

Nine, tax collection, sharing and settlement

1.The relevant fees and taxes during the approval, construction and construction of newly requisitioned land and projects in Ilo Park shall be handled and collected by the relevant functional departments of yanshi city according to law. The administrative fees and taxes of the existing enterprises in Yiluo Park and the newly introduced enterprises in yanshi city are collected by the relevant functional departments in yanshi city.

2. The administrative fees and taxes of enterprises introduced by the management committee of Yiluo Park and the municipal departments shall be collected by the relevant functional departments of the city in Yiluo Park or offices. 70% of the local retained part of the tax revenue will be returned to the municipal finance through special settlement, which will be used to return the investment loans for non-operating projects, and 30% will be transferred to yanshi city finance to subsidize its social management costs.

3. The tax revenue of the municipal fixed tax source households and enterprises associated with the municipal fixed tax source households introduced by the management committee of Yiluo Park and the municipal departments shall be implemented in accordance with the current financial system.

X. Statistics and statements of economic indicators

1.The economic indicators generated in the Ilo Park shall be separately counted by the Management Committee of the Ilo Park and yanshi city.

2. The existing enterprises in Yiluo Park and the newly introduced enterprises in yanshi city, Yiluo Park Management Committee and the municipal departments, all the economic indicators produced by them belong to yanshi city.

3. All kinds of statistical statements of enterprises settled in the Ilo Park shall be submitted according to the provisions of the statistical law.

XI. Supervision and management of environmental protection

The environmental protection work of enterprises in Yiluo Park shall be supervised and managed by the environmental protection department of yanshi city according to law, and their sewage charges shall be collected by the relevant functional departments of yanshi city according to law.

XII. Policy Support

1.The index of construction land is inclined to Ilo Park. According to the progress of the project in Yiluo Park, the construction land index of Yiluo Park will be no less than 100 hectare per year (not occupying the land index of yanshi city).

2. Set up special funds for industrial development in Yiluo Park, which are mainly used for project loan discount subsidies, project investment shares and enterprise loan guarantee subsidies.

Thirteen, to encourage new projects to settle in the park Interim Measures

Interim Measures for encouraging new industrial projects in urban areas and yanshi city to enter the Ilo Park shall be formulated separately.
