Increase financial support.

1. Increase credit support to ensure the continuous growth of credit scale. All financial institutions should implement countercyclical macro-control requirements, make full use of flexible and moderate monetary policies to ensure the source of credit funds, and ensure that more than 3 billion yuan of new private enterprise loans will be added in 2020, and the growth rate of inclusive small and micro enterprise loans will be higher than that of various loans. For enterprises that are greatly affected by the epidemic, loans shall not be drawn, pressed, stopped or cut off. For enterprises that are temporarily unable to repay loans due to the epidemic, the repayment period is reasonably extended.

2. Reduce financing costs and reduce the burden on enterprises. All financial institutions should provide differentiated preferential financial services for private small and micro enterprises that are greatly affected by the epidemic, appropriately expand the scope of fee reduction and profit-making, actively reduce the loan interest rate, reduce service charges, and appropriately reduce premiums, especially for small and micro enterprises with key areas and financial difficulties. The interest rate of renewed loans or new loans will drop at the original level. The financing cost of small and micro enterprises in all banking institutions should go in the same direction as the quoted interest rate in the loan market, and the weighted interest rate should not be higher than the previous year's level. The loan interest rate of inclusive small and micro enterprises in the city decreased by 0.5 percentage points. Ensure that the financing guarantee fee for small and micro enterprises is reduced, and the small and micro enterprises guaranteed by the Credit Insurance Fund will be exempted from the guarantee fee of 1 month, and continue to provide not less than the original underwriting scale and duration for small and micro enterprises whose sales have declined due to the epidemic.

3. Increase support for banking institutions and improve the ability to increase loans. For enterprises above designated size in the city, priority will be given to the repayment of loans without repayment of principal, and the annual review system will be innovated to ensure the normal production and operation of enterprises. All insurance institutions should give priority to the insurance and claims settlement of export enterprises affected by the epidemic, and should protect small and micro enterprises as much as possible.

Increase fiscal and taxation support.

For insured enterprises that do not lay off employees or lay off employees less, 50% of the unemployment insurance premium actually paid in the previous year can be returned. For the insured enterprises that face temporary production and operation difficulties and are expected to recover, and insist on not laying off employees or laying off fewer employees, the return standard shall be implemented according to the relevant provisions of the province and Taizhou City.

6. Deferred payment of social insurance premiums. For small and medium-sized enterprises that are affected by the epidemic and face temporary difficulties in production and operation, they are really unable to pay social insurance premiums in full. After approval according to regulations, they can postpone the payment of social insurance premiums for a period of up to 3 months, and they are exempted from paying late fees during the deferred period. After the expiration of the holdover period, the enterprise will pay the social insurance premiums in full, which will not affect the personal rights and interests of the insured.

7. Service enterprise employment demand. 8. Rent reduction for small and medium-sized enterprises. For small and medium-sized enterprises that lease state-owned assets for business use, the rent of 1 month is exempted, and the rent of 2 months is charged at half. For renting other business premises, the owners are encouraged to reduce or exempt the rent for the tenants, which shall be settled by both parties through consultation. The property fees of small and micro enterprise parks that have been put into operation in the city will be halved for three months.

9. Tax relief for small and medium-sized enterprises. Due to the epidemic situation, enterprises have suffered heavy losses, and their normal production and business activities have been greatly affected. If it is really difficult to pay property tax and urban land use tax, they can apply for the relief of property tax and urban land use tax.

10. Deferred tax payment. For small and medium-sized enterprises that are difficult to apply for tax declaration due to the epidemic situation, the enterprise shall apply for an extension of the declaration according to law. If it is really difficult to pay taxes on time, the enterprise shall apply, and after the tax authorities report to the Provincial Taxation Bureau for approval, the tax payment shall be postponed according to law for a maximum of 3 months.

The implementation period of this policy is tentatively set as three months from the date of policy release. If an enterprise fails to comply with the relevant provisions of the city's resumption of work, it will be disqualified.
