Take the initiative to introduce the "Ten Taxes" combined declaration of property behavior tax, and integrate the declaration reform of value-added tax and consumption tax with additional tax respectively, so that the total number of relevant tax declaration forms is reduced by 2/3.

The second is to implement policies, focusing on accuracy. Relying on the big data cloud platform, we have created a nationwide unified policy propaganda and guidance accurate push label system, actively identified taxpayers who meet preferential conditions, accurately pushed 539 million households, and promoted direct tax and fee concessions.

The third is the temperature of law enforcement and rights protection. Deepen the online handling of summary procedure punishment, and handle a total of 6.5438+0.08 million pieces; At the same time, the standardization level of law enforcement has been continuously improved, and the standard of tax administrative punishment discretion in the region has been unified in Beijing, Tianjin and Hebei and the Yangtze River Delta.

The fourth is to crack down on illegal activities. From August 2065438 to August 2008, the special campaign against "fake enterprises", "fake exports" and "fake customs declarations" jointly launched by taxation, public security, the General Administration of Customs and the People's Bank of China was successfully concluded last year and turned into a normal crackdown. At the same time, we have also improved the information disclosure methods for major tax violations and dishonesty cases, and published a total of 25,200 "blacklist" cases of tax violations.

The fifth is the depth of departmental cooperation. By sharing data with the foreign exchange bureau, we shortened the total time for taxpayers to apply for foreign exchange payment tax declaration and related business to about 8 minutes; Cooperate with market supervision, housing construction and other departments to provide comprehensive services such as enterprise start-up and real estate transaction, and establish a "one thing" model of "one window acceptance, one collection, first-line operation and one day settlement". Up to now, a total of13.35 million taxpayers have enjoyed the "package" service.

In order to better transform the achievements of the study and education of party history into taxpayers' sense of gain, integrate the study of party history into daily life, always grasp ideas, do practical things in the ordinary, and open up new opportunities in the long run. On the basis of extensive inquiries in the early stage, in 2022, State Taxation Administration of The People's Republic of China launched the "Spring Breeze Action of Doing Practical Things for Taxpayers and Facilitating Taxes" with the theme of "Smart Taxation Helps Development, Benefits Enterprises and People and Steady Growth", which is the first time that the tax system has carried out this action continuously. The first batch of five categories, 20 items and 80 convenient tax payment measures were introduced, and will be continuously improved according to new situations and new needs. I believe that taxpayers and payers will have new feelings from the following five aspects:

First, the demand response will be faster. For example, optimize and upgrade the 12366 tax service hotline, and basically realize the transformation from "province-wide answer" to "national first-line answer", from manual consultation to intelligent consultation, and from "separation of solving problems" to "cooperation in solving problems".

Second, the online experience will be better. Continue to expand the list of online tax payment items, expand the pilot scope of cross-provincial electronic tax payment, further speed up the processing of export tax rebates, and further reduce the average processing time of normal export tax rebates nationwide from 7 working days to 6 working days.

Third, classified services will be better. Provide more accurate and personalized classified tax payment services for large enterprises, small and medium-sized enterprises and natural persons respectively. For example, we will further standardize the "interaction between banks and taxes" cooperation, and promote the direct docking of data between taxation and banking supervision departments in a pilot way, further helping small and micro enterprises to alleviate financing difficulties.

Fourth, law enforcement supervision will be better. Piloting non-compulsory law enforcement methods in some areas to make law enforcement both powerful and temperature; Promote the construction of "Consultation and Mediation Center for Tax-related Disputes of Public Lawyers" to better safeguard the legitimate rights and interests of taxpayers and payers.

Fifth, the social coordination meeting is smoother. By promoting departmental linkage and information sharing, we will further strengthen joint incentives for trustworthiness and joint punishment for dishonesty.
