Hengshui Binhu New District belongs to Hengshui City, Hebei Province, and is located in Hengshui City, Hebei Province. It is located in the southwest of Taocheng District of Hengshui City, with Hengshui City in the north and Jizhou City in the south. Jingkai Road (106 National Road) runs along Hengshui Lake.

With modern service industry and strategic emerging industries as the leading industries, Hengshui Binhu New Area is the strategic focus of Hebei Province's docking service for Beijing and Tianjin and the promotion of the rise of central and southern Hebei Economic Zone. It is also the strategic core area of Hengshui City to promote the protection and development of Hengshui Lake wetland and build a lakeside city.

Hengshui Lake is divided into two parts: the control area and the guidance area, with a total area of 296 square kilometers. Among them, the control area includes Hengshui Lake National Nature Reserve and two towns, Weitun Town and Pengdu Township, with an area of 166 square kilometers. The Administrative Committee of the New District is responsible for exercising the functions of management, supervision, coordination and service in the controlled area, and implementing the whole system trusteeship for the two towns and villages.
