According to the relevant guiding principles of China's "Outline of Education Reform and Development", China has initially formed a financial aid system for poor students, and established a financial aid policy system for students from poor families in colleges and universities with national student loans as the main body, striving to ensure that students from poor families admitted to public full-time colleges and universities can successfully complete their studies. At present, the financial aid policy system for students from poor families in colleges and universities includes the following main contents:

(1) Scholarship system based on national scholarships. At present, scholarships include national student scholarships, outstanding student scholarships, professional scholarships and directional scholarships. Scholarship system is the beginning of China's current university financial aid policy, which has played an active role in student financial aid, helping students and encouraging them to make progress.

(2) The student loan system based on the national student loan. Student loans mainly include three forms of loans: national student loans; Colleges and universities use school funds to issue interest-free loans to students; General commercial student loans.

(3) Work-study program system. Organizing students to participate in work-study activities in colleges and universities is an important supporting measure for the reform of the charging system in colleges and universities, and it is an effective way to subsidize students, especially those from poor families.

(4) Special hardship subsidy system. The subsidy for special difficulties is a temporary and one-time free subsidy given to students with financial difficulties by governments at all levels and universities when they encounter some special and sudden difficulties. The subsidy for special difficulties is one of the auxiliary measures of the subsidy policy of colleges and universities.

(5) Tuition fee remission system. In order to help some students with special financial difficulties successfully complete their studies, 1995, the former State Education Commission issued the Notice on Matters Related to Tuition and Miscellaneous Fees Relief for Students with Special Financial Difficulties in Ordinary Colleges and Universities, requiring that tuition fees be reduced or exempted for some students with special financial difficulties in ordinary colleges and universities. The specific amount of relief is determined by the university where the student is located, and it is arranged as a whole with other relevant policies according to the actual situation of the school.
