According to the Regulations on the Administration of Travel Agencies and the inbound tourism performance of travel agencies, the National Tourism Administration examines and approves travel agencies (hereinafter referred to as tour groups) that charter China citizens to travel abroad at their own expense, and files them with the Ministry of Public Security and announces them to the public. Without approval, no unit or individual may engage in this business.
Article 4
According to the principle of total control, the National Tourism Administration implements quota management for overseas tourism organized by tour groups, and verifies the number of overseas tourists organized by tour groups according to a certain proportion of the number of inbound tourists received by tour groups, and uniformly prints and numbers the "China citizens' self-funded overseas tourism audit certificate" (hereinafter referred to as the "audit certificate"). The audit certificate is 1 copy in triplicate.
Article 5
Travel agencies organize groups according to the number of overseas travel quotas approved by the National Tourism Administration, handle the registration and fees of the participants, and fill in the "Audit Certificate". The contents of the audit certificate include the basic information of the contestants, the name of the team, the tour route, the charging standard and the paid-in amount.
Article 6
The "Audit Certificate" shall be stamped with the audit seal after passing the examination by the National Tourism Administration or the local provincial tourism administrative department. One copy shall be kept by the tourism administrative department in charge of the audit, one copy shall be submitted to the public security organ for verification by the participants, and one copy shall be kept by the tour group. The public security organ shall not go through the formalities of traveling abroad for those who have not passed the examination certificate.
Article 7
After signing up for the tour group agency and paying all the fees, the participants must apply to the local public security organ with their ID cards, household registration books or other household registration certificates in accordance with the Law on the Administration of Exit and Entry of Citizens in China, People's Republic of China (PRC) and its detailed rules for implementation, fill out the Application Form for China Citizens Going Abroad on Business, submit the opinions of their work units on the departure of the participants, and submit the audit certificate issued by the tourism administrative department and the full amount required for travel issued by the tour group agency.
Article 8
The public security organ shall examine the audit certificates and expense invoices submitted by the tour participants, go through the formalities of traveling abroad in accordance with the relevant laws and regulations after confirming the legal qualifications of the tour groups and the tour participants, make a decision of approval or disapproval within the statutory time limit, and notify the tour participants. If the exit is approved, the exit-entry administration department of the public security organ shall issue a passport and exit registration card.

Article 9
The National Tourism Administration uniformly printed the list of China citizens traveling abroad at their own expense (hereinafter referred to as the list) and sent the numbers to all tour groups. The package travel agency shall truthfully fill in the form and affix the inspection seal after passing the inspection by the National Tourism Administration or the provincial tourism administrative department. This list is in triplicate. When leaving the country, the first and second copies shall be submitted to the frontier inspection station for verification. If there is no (list) or the actual exit does not match the registered status, it will not be released. The frontier inspection station shall indicate the actual number of people on the list and affix the seal of inspection, and keep the first copy; The second copy shall be temporarily kept by the team leader and submitted to the frontier inspection station for verification and custody when entering the country with the team; The third copy shall be submitted by the travel agency to the tourism administration department responsible for the audit for the record after the team returns to China.
Article 10
The tour of the team must be carried out under the leadership of the team leader. The motorcade must enter and leave China through open ports. If the public security frontier organs have special provisions, it shall be handled in accordance with the provisions of the public security frontier organs. The team must go in and out of the country as a whole. If it is really necessary to organize a group abroad, the group agency shall report to the relevant provincial public security frontier defense organs for approval in advance. Overseas delegations that have not been approved shall be punished by the frontier inspection station at the time of entry in accordance with the relevant provisions of the Regulations of People's Republic of China (PRC) on Frontier Inspection for Exit and Entry.
Article 11
Package travel agencies have the responsibility to ask overseas reception agencies to arrange travel activities according to the team activity plan, and shall not arrange to participate in pornography, gambling, drugs and dangerous activities. When the team encounters special difficulties and safety problems abroad, the team leader must report to China's foreign embassies and consulates and overseas tourism offices in a timely manner, and the package tour agency must report to the domestic tourism administrative departments and public security organs in a timely manner.
Article 12
Participants are strictly prohibited from staying abroad. For those who do not return, the travel agency shall promptly report to the public security organ and the tourism administration department. Regarding inquiries, repatriation and other matters, the travel agency should assist and be responsible for paying the fees in advance, and then force the repatriated personnel to pay compensation afterwards.
Article 13
The luggage and articles carried by tourists must comply with the relevant provisions of the state. Travel agencies have the responsibility to assist the relevant departments to do a good job in the management of team baggage inspection and release.
Article 14
In the name of traveling abroad at one's own expense, those who cheat exit documents to cross the country (frontier), or use them to organize and transport others to illegally enter the country (frontier) shall be dealt with in accordance with the Law of People's Republic of China (PRC) China on the Administration of Exit and Entry of Citizens and its detailed rules for implementation and the Supplementary Provisions of the NPC Standing Committee on Severely Punishing the Crime of Organizing and Transporting Others to Cross the Country (frontier).
Article 15
These Measures shall be interpreted by the National Tourism Administration and the Ministry of Public Security.
Article 16
These Measures shall come into force as of the date of promulgation.
