Article 1 In order to further strengthen the management of labor and employment in our city, standardize the behavior of labor and employment, safeguard the legitimate rights and interests of workers and employers, and promote the harmony and stability of labor relations, according to the Regulations on the Implementation of the Labor Contract Law of the People's Republic of China, the Regulations on Labor Contracts in Shandong Province, the Notice on Establishing the Labor and Employment Filing System (No.46 [2006] of the Ministry of Labor and Social Affairs) and the "Three in One".
Article 2 These Measures shall be applicable to enterprises, individual economic organizations, private non-enterprise units, accounting firms, law firms, foundations and other organizations (hereinafter referred to as employing units) within the administrative area of this Municipality for filing employment. State organs, institutions and social organizations that recruit workers who have established labor relations with them to record their employment shall be implemented in accordance with these measures.
Article 3 The human resources and social security department shall manage the labor and employment filing work in our city according to the following authorities:
