Article 1 In order to reasonably control the population size, guide the orderly flow of population, and promote the coordinated development of population, economy, society, resources and environment, these measures are formulated in accordance with the State Council's Opinions on the Reform of Household Registration System and the relevant provisions of provinces and cities, combined with the actual situation of our city.

Article 2 The term "settlement of points" as mentioned in these Measures refers to quantifying the conditions of applicants for settlement through the point index system determined by the municipal government, and assigning points to various indicators.
