According to the Notice on Direct Registration of Resident Representative Offices of Some Foreign (Regional) Enterprises, starting from July 1 2004, foreign enterprises registered in Nanjing Representative Office will directly handle industrial and commercial registration, except for enterprises in special industries. To establish a representative office of a foreign enterprise, a company with the qualification of enterprise registration agency shall be entrusted to handle the bidding procedures. The whole set of establishment procedures are as follows: the competent department is responsible for handling matters.

After the completion of the above registration, any change in the above registration contents must be approved and registered by the registration authority.

Office (1) refers to the government department or administrative unit that handles affairs. (2) Places to handle certain business or provide services, such as Beijing Office of German Academic Exchange Center and Shanghai Office of Cathay Pacific Airlines. Refers to an organization in a certain place that does not need to obtain administrative licensing procedures from the industrial and commercial departments. Business projects and business premises are not fixed and can be changed flexibly. If the tax department collects taxes, it is also levied according to the general project fixed tax or self-employed households.

This firm is an unincorporated institution with non-independent accounting. So the office is not allowed to buy or sell, so there is no need to declare/pay taxes. The office has no corporate nature, and everything must go from the head office, including invoicing and collection. Therefore, the office is only a coordinating role.
